The Quarter Quell.

Now this was a special Hunger Games. Every Quarter Quell the Capitol thought of doing something different for the games, for example, for the 50th Hunger Games, they had double the amount of tributes and for the first ever Quarter Quell, the districts voted for who would go into the games. It was exciting for the Capitol, but for the Districts, it was more disturbing and terrifying then they could ever imagine. Moana Blue had always felt some guilt for those who were tributes in the games, never mind the Quarter Quell. She had a thought that this Quarter Quell would be worse than the others, because in the last games, Katinss and Peeta won, which she guessed really pissed Snow off. What was it going to be? She had no idea, but she felt bad for whoever had to go into the games this year. "Ladies and Gentlemen, this is the 75th year of the Hunger Games" Snow said to the Capitol and to those who are forced to watch in the Districts "And it was written in the charter of the games that every twenty-five years, there would be a Quarter Quell to keep fresh for each new generation the memories of those who died in the uprising against the Capitol. Each Quarter Quell is distinguished by games of a special significance. And now on this, the 75th anniversary of our defeat of the rebellion, we celebrate the third Quarter Quell as a reminder that even the strongest cannot overcome the power of the Capitol. On this, the third Quarter Quell games, the male and female tributes are to be reaped from the existing pool of victors in each district. Victors shall present themselves on Reaping Day regardless of age, state of health or situation" Snow says as Moana Blue starts to hear screaming and crying from upstairs, so she runs up there to see Annie crying on the floor, with Finnick trying to comfort her.

"Annie, it's going to be okay" Moana Blue says as she walks over, kneeling in front of Finnick and Annie "You're not going back in there, okay? You're not going back into the games, you're safe."

"What?" Annie asks, not really paying attention. Moana Blue knew that it wasn't Annie's fault that she didn't pay attention; given the state of shock that she is in. Everyone knew Annie as the girl who went crazy after her games; but she was effected by the games, just like every other victor, only Annie's mental state was much worse.

"You're not going back into the games, okay?" Moana Blue repeats "You're safe, I promise" She says before hugging Annie, while Finnick gives her a confused look.

For the next hour, Finnick and Moana Blue did their best calming Annie down, with Mags also coming over to check up on the three, making sure that they were also okay. The four victors had became very close over the years; being the only people that they could go to since they know what it's like being in the games. Whenever anything happened, the four were always there for each other and when it came to the games, they always kept each other calm whenever they got PTSD from watching the games or they went into a state of shock.

"Hey, Mo" Finnick whispers after the three got Annie to go to sleep to clear her head "Can we talk outside?"

"Yeah sure" Moana Blue whispers back to Finnick before the two walk outside of Annie's room.

"So, you're going to volunteer?" Finnick asks with a sigh, knowing what Moana Blue was talking about when she promised Annie that she was safe.

"If I'm not reaped then yes" Moana Blue defends herself "Annie can't go back into the games in that state, and Mags would never survive if she went back in. And if you and Annie go into the games together, you're both not making it out. They won't let there be two victors for a second time."

"But have you thought what this means for you?" Finnick asks, not wanting to even think about losing his daughter. He knew that he'd be going back into the games, being the only male victor of District 4 still alive, so he knew that whoever was the female tribute would be going into the games with him "I know that you're doing what is right, but Mo, you're my daughter and you're still a child."

"Um, one, I'm sixteen" Moana Blue says, yet again defending herself, "And two, I'm not letting you lose Annie like I lost Connor; even it means that I have to die to make that happen."

"Mo--" Finnick goes to say, not wanting Moana Blue to go back into the games.

"I'm not letting you lose her" Moana Blue repeats again before walking away from Finnick, not wanting to continue their conversation.
