To See An Empire Fall

3rd Person's POV

BERLIN

Traffic rolls around the victory column. Police convoy drives beside the river Spree. Amidst the convoy is a gray armed truck. Inside Bucky wears restraints in a prison pod. Three armed guards sit on the other side of the glass-walled pod. A police motorbike stops traffic and a van driver looks affronted. The convoy turns a corner onto a bridge across the river.

In an SUV behind the convoy, T'Challa sits in front of Steve and Sam who still had a whimpering Sammie laying across their laps.

Sam peeks away from Sammie and glances up at T'Challa, "So, you like cats?"

Steve shakes his head not even looking up, "Sam."

"What? Dude shows up dressed like a cat and you don't wanna know more?"

Steve runs his hand through Sammie's hair before finally looking away from her, "Your suit... it's Vibranium?"

T'Challa's eyes narrow as he glances sideways, "The Black Panther has been the protector of Wakanda for generations. A mantle, passed from warrior to warrior. And now, because your friend murdered my father, I also wear the mantle of king. So, I ask you... as both warrior and king... how long do you think you can keep your friend safe from me?"

Steve is stony faced as the convoy heads underground. He doesn't answer as he looks back down at Sammie. She had finally opened her teary eyes making Steve let out a sigh of relief.

Sammie pushes up slightly with the help of both Steve and Sam. She sits up on Steve's lap sideways, legs still on Sam. Steve's arms wrap around her waist and back as her hands wring around one another.

"Are you okay?"

Sammie shakes her head with a slight twitch at the end. She sighs before whispering, "I still hear it. The high pitch frequency wave. It feels like it's scattering my brain... it hurts."

Steve grits his teeth together wanting nothing more than to hurt the maker of the neck piece, "We'll get this off soon Sammie. You hear me?"

Sammie nods before laying her head into Steve's chest. Steve rests his chin on top of her head, he sits seething in anger as he feels Sammie's whole body tremble and twitch every now and then.

Finally the SUV stops making Sammie sniffle. Steve holds her face gently rubbing his thumbs along her cheeks.

"I'm going to help you no matter what this time. Okay? You're not doing this alone."

Sammie nods letting out a sigh of relief, "I-I don't want it turned back on. It hurts."

Steve nods, "It'll be okay. We'll get this off real soon."

Sam pats Sammie's legs making her peek up at him. He nods with a small smile agreeing with Steve's statement.

"They want to hurt you they gotta go through us."

Sammie smiles slightly before nodding once and hiding her face in her hair while laying on Steve's chest once more.

In a light gray walled bunker Bucky's pod is carried away by a forklift. Nearby Steve gets out of the SUV and glances across at Bucky who doesn't spot him. Sighing in defeat, Steve looks away then turns to the truck where Sam was helping Sammie out. Just as her foot touches the ground her leg lets out and she drops immediately. With his quick reflexes, Steve catches her by her arms then gathers her body into his arms and carries her.

With Sam and T'Challa behind him, Steve approaches Sharon who's standing with a diminutive, gray-head man.

"What's gonna happen to him?"

The man stares at Steve shrugging, "Same thing that ought to happen to you. Psychological evaluation and extradition."

Sharon frowns trying to keep her composure as she sees Sammie in Steve's arms. She didn't like seeing any of them hurt. They were her friends now.

"This is Everett Ross, Deputy Task Force Commander."

"What about our lawyer?"

Ross chuckles at Steve, "Lawyer. That's funny. See their weapons are placed in lockup. Oh, we'll write you a receipt."

Sam scoffs watching his wings as they are thrown with Steve's shield, "I better not look out the window and see anybody flying around in that."

As they go Steve looks back and catches Bucky's eye. Bucky looks at Steve with a defeated look then glances down at Steve's arms, seeing Sammie. He frowns before turning with a blank stare.

On a covered sky walk, Ross walks the group inside, "You'll be provided with an office instead of a cell. Now, do me a favor, stay in it?"

T'Challa stands firmly, "I don't intend on going anywhere."

Natasha walks up wearing a frown, "For the record, this is what making things worse looks like."

Steve shrugs, "He's alive."

Nat looks like she wants to ask what happened to Sammie but she doesn't get a chance to as Tony walks into the glass window covered room on his phone.

"No. Romania was not Accords-sanctioned. And, Colonel Rhodes is supervising cleanup."

Nat sighs, "Try not to break anything while we fix this."

Tony paces around the room still on the phone, "Consequences? You bet there'll be consequences. Obviously you can quote me on that 'cause I just said it. Anything else? Thank you, sir."

Steve frowns, "'Consequences'?"

Tony hangs up his phone and stares ahead, "Secretary Ross wants you three prosecuted. Had to give him something."

"I'm not getting that shield back, am I?" Steve jokes.

Nat rolls her eyes, "Technically, it's the government's property. Wings, too."

Sam gasps shaking his head, "That's cold."

Tony shakes his head finally turning around, "Warmer than jail."

Finally looking at Sammie who had passed out in Steve's arms, Tony frowns pointing at her confused.

"Uh what happened to her?"

Steve chuckles humorlessly, "You should know... your stupid invention almost killed her."

Tony grits his teeth looking at the necklace collar on Sammie. He stares at the blinking lights before clearing his throat looking away.

"Give her to me."

Steve frowns, "Why were are you planning on taking her?"

Tony sighs, "I'm just taking her to my office. I have the key for the necklace in there. I'll leave her in there so she can rest."

Steve doesn't want to let her go but he figures it's the best place she can be right now. Taking slow steps to Tony, Steve finally passes Sammie over and frowns taking a step back. He huffs as he watches Tony leave with her.

Nat comes over and pats his shoulder giving him a reassuring stare, "She's tougher than she looks Steve. She'll be fine. You know this."

Steve nods firmly before sitting down beside Sam.

Tony walks through the halls with Sammie in his arms. Stepping into his office, he lays Sammie on the couch then walks over to his desk. Grabbing the remote he presses a button making dark blinds cover the glass giving them privacy.

Tony reaches for the key off his desk then sits on the couch with Sammie's head in his lap as he runs his hands through her hair. After a minute or two, Sammie finally starts grumbling and twisting around. Quickly Tony unlocks the collar and throws it on the ground.

Sammie's eyes squint open slightly as she groans in pain.

Tony looks down at her in worry, "Bug? You alright."

Holding her head, Sammie shakes it slightly. She wanted to leap out of Tony's arms but her body was so tired. She felt utterly weak.

"How could you?"

"Sammie..."

"You did this Tony. I thought I could trust you and you did this to me."

A tear slips down Tony's cheek making him clear his throat, "Sammie you have to believe me when I say I didn't know it would do this."

"You still made it. To keep me in check? To insure that I won't destroy the world? So that I would listen and obey Ross?"

Tony shakes his head as Sammie sniffles closing her eyes, trying to shield the light away.

"I don't want you to get hurt Sammie. They will stop at nothing if you... bug you're my sister. I love you. I never meant to do this. I don't want to fight."

Sammie chokes out a sob as she thinks about what's to come. Bucky was a wanted man. Yet a framed wanted man. Her and Steve were now fugitives. Steve would do anything to protect Bucky. Steve was her husband. Tony was her brother. Bucky was her friend. No matter what she did she would have to chose a side and someone would be hurt... her.

"I don't want to fight either...." Sammie stammers as Tony rubs away the tears from her cheeks, "I don't want to lose either of you."

"You're not going to."

"I'm gonna lose someone... you and Steve are going to continue to bump heads... it's going to go south at some point and I'm going to be in the middle."

At a power station surrounded by trees the van with the driver who was affronted by the police convoy pulls up by the open gate. Scowling he puts the parking break on and picks up a clip board.

Delivery Truck Driver mutters, "This can't be right. What the hell?"

In a secured chamber, a guard connects a pipe to Bucky's prison pod. The lights inside dim for a moment.

After leaving Sammie to rest in his office, Tony finds Steve in a glass-walled office overlooking the control room.

"How is she?"

"Fine now."

"She upset?"

"I'd be surprised if she wasn't."

Steve nods, "I don't want her hurt... caught in the crossfire."

"Me neither... Hey, you wanna see something cool? I pulled something from Dad's archives. Felt timely."

Tony shows him two pens in a black presentation box.

"FDR signed the Lend-Lease bill with these in 1941. Provided support to the Allies when they needed it most."

"Some would say it brought our country closer to war." Steve replies.

"See? If not for these, you wouldn't be here. I'm trying to... what do you call it? That's an olive branch. Is that what you call it?"

Steve sighs, "Is Pepper here? I didn't see her."

Tony frowns, "We're kinda... well, not kinda..."

"Pregnant?" Steve flinches as the word comes out his mouth. It was still hard to even think about the loss of Maggie.

"No. Definitely not. We're taking a break. It's nobody's fault."

"I'm so sorry, Tony. I didn't know."

Tony shrugs, "A few years ago, I almost lost her, so I trashed all my suits. Then, we had to mop up HYDRA... and then Ultron. My fault. And then, and then, and then, I never stopped. Because the truth is I don't wanna stop. I don't wanna lose her. I thought maybe the Accords could split the difference."

Tony stands up and paces.

"In her defense, I'm a handful. Yet, Dad was a pain in the ass, but he and Mom always made it work."

"You know, I'm glad Howard got married. I only knew him when he was young and single."

"Oh, really? You two knew each other? He never mentioned that. Maybe only a thousand times. He always talked about you and Sammie... all the time. God, I hated you."

Steve frowns, "I don't mean to make things difficult."

Tony chuckles humorlessly, "I know, because you're a very polite person."

"If I see a situation pointed south... I can't ignore it. Sometimes I wish I could."

"No, you don't."

Steve smiles thinly, "No, I don't. Sometimes..."

"Sometimes I wanna punch you in your perfect teeth. But I don't wanna see you gone. And Sammie would have my head... We need you, Cap. So far, nothing's happened that can't be undone, if you sign. We can make the last 24 hours legit. Barnes gets transferred to an American psych-center... instead of a Wakandan prison."

Steve frowns thoughtfully and picks up one of the fountain pens. He stands up and paces, then turns to Tony. In the control room beyond there are multiple screens on the walls.

"I'm not saying it's impossible, but there would have to be safeguards."

Tony nods, "Sure. Once we put out the PR fire, those documents can be amended. I'd file a motion to have you and Wanda reinstated..."

Steve freezes, "Wanda? What about Wanda?"

"She's fine. She's confined to the compound, currently. Vision's keeping her company." Tony tries to reassure.

"Oh God, Tony! Every time. Every time I think you see things the right way..."

"What? It's a 100 acres with a lap pool. It's got a screening room. There's worse ways to protect people."

"Protection? Is that how you see this? This is protection? It's internment, Tony."

"She's not a US citizen."

"Oh, come on, Tony."

"And they don't grant visas to weapons of mass destruction."

"She's a kid!" Steve stares angrily.

"GIVE ME A BREAK! I'm doing what has to be done... to stave off something worse."

Steve nods faintly, "You keep telling yourself that. What about Sammie? She's in the same realm of Wanda powers wise. What does Ross think about her seeing as she is also a weapon of mass destruction?"

Tony huffs but doesn't say anything looking away. Ross wanted to keep Sammie locked away but that was the one thing Tony had been holding back. The one thing he didn't agree to. Because he knew that she would hate him and he couldn't afford to lose her trust and love. He already lost Pepper. He wasn't about to lose Sammie too.

Steve takes in Tony's silence as an answer and puts the pen down, "Hate to break up the set."

He leaves the office and rueful Tony watches Bucky on one of the control room's screens.

Helmut Zemo acts as an evaluator as he sits at a desk facing Bucky's pod. Inside Bucky's still restrained.

"Hello, Mr. Barnes. I've been sent by the United Nations to evaluate you. Do you mind if I sit? Your first name is James?"

In an office with Sam and Steve, Sharon stands handing a piece of paper to Sam, "The receipt for your gear."

Sam scoffs, "'Bird costume'? Come on."

Sharon chuckles, "I didn't write it."

She looks around at everyone through the glass making sure no one was paying attention before she quickly pushes a button switch that stops the restriction on the audio from Bucky's evaluation.

Steve gives her a grateful look before turning his attention to the screen.

"I'm not here to judge you. I just want to ask you a few questions. Do you know where you are, James? I can't help you if you don't talk to me, James." Helmut Zeno states.

Bucky frowns shaking his head, "My name is Bucky."

At the power station. The van driver honks and looks impatient watching the custodian's hut's front door.

"Hello?"

The custodian comes outside and the driver comes out of his van.

"Hey. I have a big one for you." He opens the van's back doors and removes a large wooden crate, "Okay. Here. Just sign here."

At the UN-bunker Steve studies the blurry photograph of the man who bombed the congress in Vienna.

"Why would the Task Force release this photo to begin with?"

Sharon shrugs, "Get the word out, involve as many eyes as we can?"

"Right. It's a good way to flush a guy out of hiding. Set off a bomb, get your picture taken. Get seven billion people looking for the Winter Soldier."

"You're saying someone framed him to find him."

Sam frowns, "Steve, we looked for the guy for two years and found nothing."

"We didn't bomb the UN. That turns a lot of heads."

Sharon nods, "Yeah, but that doesn't guarantee that whoever framed him would get him. It guarantees that we would."

Sharon's gaze falls on the evaluator in the screen, her eyes narrow. Steve frowns and looks around, "Yeah."

"Tell me, Bucky. You've seen a great deal, haven't you?"

"I don't want to talk about it."

"You fear that... if you open your mouth, the horrors might never stop. Don't worry."

Zemo gets a message on his screen: 'message inbox:1' touches it 'status: package delivered'.

"We only have to talk about one."

At the power station the custodian opens the crate. Finding Zemo's large device inside, he looks confused. The driver is at the back door of his van.

The custodian tells to the driver, "Hey. What is this?"

"I don't know."

The device erupts. A bubble of energy engulfs the power station and sparks fly. In the city traffic lights fail. In the bunker the lights go out.

Ross curses, "Great. Come on, guys, get me eyes on Barnes. Go."

Tony crosses his arms, "FRIDAY, get me the source of that outage."

Sharon bites her lip peeking at the two men before spilling, "Sub-level 5, east wing."

T'Challa frowns as he spots Steve and Sam bolting.

In Bucky's pod, he looks ahead in confusion, "What the hell is this?"

"Why don't we discuss your home? Not Romania. Certainly not Brooklyn, no. I mean, your real home."

Zemo removes his glasses then walks towards Bucky reading from the red book by torchlight.

"Π–Π΅Π»Π°Π½ΠΈΠ΅. "

Longing.

Bucky shuts his eyes as his head snaps back, "No."

"Π ΠΆΠ°Π²Ρ‹ΠΉ."

Rusted.

"Stop."

"Π‘Π΅ΠΌΠ½Π°Π΄Ρ†Π°Ρ‚ΡŒ."

Seventeen.

Bucky's metal arm trembles in its restraint.

"Stop." He sneers angrily.

"РассвСт."

Daybreak.

Bucky screams, clenches his fist and rips free of his restraints.

"ΠŸΠ΅Ρ‡ΡŒ."

Furnace.

"Π”Π΅Π²ΡΡ‚ΡŒ."

Nine.

Bucky thumps the inside of the pod.]

"ДобросСрдСчный."

Benign.

Bucky punches harder.

"Π’ΠΎΠ·Π²Ρ€Π°Ρ‰Π΅Π½ΠΈΠ΅ Π½Π° Π ΠΎΠ΄ΠΈΠ½Ρƒ."

Homecoming.

"Один."

One.

"Π“Ρ€ΡƒΠ·ΠΎΠ²ΠΎΠΉ Π²Π°Π³ΠΎΠ½."

Freight car.

Bucky batters the front of the pod with his metal fist and the glass screen flies clear. Zemo slowly rounds the pod with the book and the torch in hand. he stands before Bucky who straightens, a dark frown on his face.

"Π‘ΠΎΠ»Π΄Π°Ρ‚?" (Soldier?)

"Π― Π³ΠΎΡ‚ΠΎΠ² ΠΎΡ‚Π²Π΅Ρ‡Π°Ρ‚ΡŒ." (Ready to comply.)

"Mission report. December 16, 1991."

Steve and Sam arrive outside the chamber. Red emergency lights flash all around. There are many agents slumped on the floor. All of them out cold.

"Help me. Help."

Steve finds Zemo in a heap inside the chamber.

"Get up..." He grabs Zemo and shoves him against the wall, "Who are you? What do you want?"

"To see an empire fall."

As Sam enters Bucky swings his fist which smashes through the wall as Sam ducks. Bucky grabs him by the jaw and throws him at the open pod. Steve lurches into the fight and lands a punch which Bucky barely feels. Bucky kicks and punches Steve out of the chamber. A punch from Bucky goes through the elevator door. Steve blocks the next one but the power of Bucky's fist sends Steve tumbling into the darkened elevator shaft.

A once sleeping Sammie sits up gasping in shock as she hears the building siren go off with lights flashing everywhere.

"What the heck is going on?" She mutters to herself.

In the control room Ross orders, "Evac all civilians. Get me a perimeter around the building, and gunships in the air."

Natasha walks up to Tony, "Please tell me you brought a suit."

"Sure did. It's a lovely Tom Ford, three-piece, two-button. I'm an active-duty non-combatant."

Sam chases Zemo up a stair well as Steve starts to climb the elevator shaft. Bucky stalks through the building's ground floor. He batters two guards. With tech-glasses on Tony takes cover behind a pillar.

Nat on radio speaks to Tony, "We're in position."

Tony taps a wrist-control which becomes his Iron Man-glove. He zaps Bucky with a stun-burst before Bucky can shoot a guard. Tony rushes him, firing again. Bucky ducks the blast then trades blows with Tony, firing the gun. Tony has the Iron Man-glove over the barrel, blocking the bullet. He pulls the gun barrel loose then Bucky smacks him backwards.

Sharon rushes Bucky, then Natasha rushes Bucky. They both land kicks and punches, then Bucky flips Sharon head over heels. She smashes onto a table then Natasha leaps on Bucky, legs around his neck. He slams her onto another table and grabs her throat.

"You could at least recognize me." Nat stutters out.

Suddenly Bucky is kicked off Natasha. He stands up straight to see Sammie staring at him in worry.

"Bucky you don't want to do this."

He stares ahead blankly before stomping towards her. Sammie quickly ducks his quick jabs at her before slides down and kicks his legs from under him. She goes to punch him but he grabs her hand and twists it behind her back. Yelping out in pain she quickly stomps on his foot while throwing her head back against his. He lets go allowing her to jump just as he does as well. Roundhouse kicking him makes him stumble to the side before straightening up once again and backhanding Sammie to the ground. Bucky bends down and picks her up by the throat.

"I don't want to hurt you Buster..." Sammie groans as she tries to peel his hands away.

His metal arm clenches before tightening once again as his eyes show a tiny slither or recognition before disappearing at once.

Cursing she holds his metal arm and uses her powers to electrocute him. His arm spasms as Sammie falls to the ground holding her now bruised throat.

T'Challa comes out of nowhere and starts to fight with Bucky, landing lightning fast kicks and some punches. Bucky gets a counter punch in and T'Challa falls, but quickly recovers.

Bucky hurries up some stairs. T'Challa leaps the levels and vaults a railing, landing in front of Bucky. Limber T'Challa spin-kicks and grabs Bucky's metal arm which he tries to twist then looks worried as he realizes it isn't going to work. He throws Bucky backwards and keeps hold as they both tumble down the stairs. They resume fighting on the small landing and a leg sweep sends Bucky over the railing. T'Challa leaps down after him but finds the wide reception empty. He scans around.

Outside staff flee the building in masses. Sam is among them and quickly spots something on the ground. He picks it up and curses looking around the wide courtyard.

"Damn it."

Bucky's on the rooftop helipad. He marches up to a blue chopper and pulls the lock off the door. he gets in the pilot seat. Steve rushes outside and sprints toward the rising chopper. He leaps and grabs the landing gear.

Muscles bulging Steve pulls hard and the chopper struggles to gain height. Steve's feet kick for traction then he gets them flat on the helipad. The chopper drags him onto the weak looking mesh framing the helipad.

Steve grabs the railing with one hand and clings to the landing gear with the other. He grits his teeth and his neck strains with the incredible effort. Bucky glowers from inside the chopper then throws the joystick left and the chopper's nose slams into the edge of the helipad. The rotor-blades are smashed to pieces and Steve ducks as the tail swings around. The chopper lies twisted on the mesh at the edge of the pad.

Steve rises beside the canopy just as Bucky's arm smashes through the glass.Β  Growling he grabs Steve's throat, as the chopper starts to fall over the edge. The tail breaks off and falls into the river below.

Bucky keeps hold of Steve as the whole vehicle drops and slams into the river. The impact seems to knock Bucky out cold and he lets go of Steve. The body of the chopper sinks quickly to the riverbed along with other debris. Steve surfaces with Bucky in his arms.

A TV news report plays, "James Barnes, the suspect in the UN Vienna bombing escaped custody today. Also missing Avenger Captain Steve Rogers and Sam Wilson."

In a huge abandoned warehouse, Bucky comes to with his metallic left arm clamped in a huge industrial vice. Steve peers through a gap at a chopper flying overhead.

"Hey, Cap!"
Steve goes over to join Sam by Bucky who sits with his arm in the vice. They stare at him.

"Steve." Bucky grunts out weakly.

Steve frowns, "Which Bucky am I talking to?"

Bucky sighs, "Your mom's name was Sarah..." Chuckling to himself he thinks back to easier times, "You used to wear newspapers in your shoes."

"Can't read that in a museum." Steve smiles lightly.

Sam frowns, "Just like that, we're suppose to be cool?"

Bucky huffs, "What did I do?"

"Enough."

"Oh, God, I knew this would happen. Everything HYDRA put inside me is still there. All he had to do was say the goddamn words."

"Who was he?"

"I don't know."

Steve looks away, "People are dead. The bombing, the setup. The doctor did all that just to get 10 minutes with you. I need you to do better than I don't know."

Bucky thinks for a moment. "He wanted to know about Siberia. Where I was kept. He wanted to know exactly where."

"Why would he need to know that?"

"Because I'm not the only Winter Soldier."
