Toshinori is cowed, eyeing the folder that had been slapped onto his lap. He reads the words inked onto the paper several times---very slowly, in fact---but they remain the same every single time. He's unsure of why he was expecting for them to miraculously rework themselves into something less grim. He supposes he just wanted things to be less complicated for the sake of the kid. A cynical thought crosses his mind---one that reminds him that his job is never that easy.

"And we're certain these results are correct?"

"As much as it fuckin' sucks, yeah, they're accurate. DNA doesn't lie." Chiyo sighs, cigarette poised between her fingers as she offers it to Yagi who politely declines. To say that it fucking sucks only trivializes how shitty the situation actually is. Moving forward from there is going to be difficult. With Katsuki as volatile and naive as he is, this entire thing could go right up in metaphorical flames.

Or literal ones, depending.

Yagi had requested that both Katsuki and Tomura's blood samples be tested---just to see if they could find their next of kin. Tomura was obviously unfit as a guardian and would surely need professional help upon regaining consciousness which meant that Katsuki would need to be in the custody of someone he was sure to be safe with.

But as it would turn out, Shigaraki Tomura shared no blood relation to Katsuki. They aren't brothers. Cousins. Not even a distant uncle.

"I want to say that there could be a much less macabre explanation for this but my gut is telling me otherwise."

"Your gut would be right." Chiyo says curtly, flicking the remainder of the cigarette onto the sidewalk and dragging it beneath the sole of her shoe. "I got a match on the kid. His name is Bakugou Katsuki, can you believe that?"

A cold feeling settles in the pit of Toshinori's stomach, clenching and tightening anxiously.

"You're not serious, are you?!"

"Does it look like I'm fucking with you?"

Of course she isn't; Chiyo has never been one to pull pranks or jokes or find humor in much of anything. She had a reputation for being what Toshinori would call a 'Debby Downer'. However, if what she is saying holds any truth at all then the stakes have just become that much higher...and in turn, made his job that much more arduous.

Bakugou Katsuki was a name that the folks in their town hadn't even whispered in the last seventeen years---that is, unless, you were trying to spook some of the local kids into behaving. He'd been the one case that the Sapporo Police Department couldn't solve; not even with the help of the FBI. Katsuki, you see, had been one of several victims of a serial kidnapping phenomenon that seemed to plague Hokkaido in the year of 2003. It lasted for several months, having begun in late August and dragging on until the very middle of January 2004. Among the eight children to be taken from Sapporo, Katsuki was the only one of them to never be found.

The investigation lasted seven years before he was declared legally dead.

Toshinori's spinning head begins to piece the facts together one by one, slowly coming to the sickening conclusion that this man, Tomura, was the one who'd quite literally snatched Katsuki from his crib all those years ago. He can't quite hold him accountable for the rest of those kids---for those murders---but it's one hell of a lead. The more he pieces together the evidence, the more nauseous he becomes.

They'd found him near death in a mess of his own blood, so much so that Katsuki had been stained in it from the waist down. Not to mention that Katsuki was only literal hours from death himself, suffering from starvation, fatigue and several other ailments that would go on to ruin him---those drugs have quite surely caused irreversible damage to his reproductive system.

The fact that he knew nothing about his own anatomy probably has never even had so much as his first cycle. Toshinori can't imagine how horrible---how painful it's going to be for the poor lad after being three years late to the party.

"Have you contacted the Captain?"

"He's been notified. They're attempting to find Katsuki's birth parents but this could take a while, assuming they're even alive. We've got two names of possible next of kin, hopefully his mom and dad." Chiyo informs him. She hardly seems all that surprised, but Toshinori figures that she's seen far too many of these scenarios in her line of work to be bothered with batting an eye. "Well, they're undoubtedly going to have to reopen the case with this. Launch an investigation. Until then, we have to make sure the kid is in a secure location and taken care of. He might be nineteen but he seems a little..."

"Childish?" Chiyo supplies and Toshinori grunts a non-committal affirmation. "I was going to say mentally under-developed, but that may be a better way to phrase it. I don't think he has any mental disabilities---not in a sense of learning. He's just incredibly sheltered and it's obvious that almost everything he's been taught has been one big miseducation. Not to mention that I'm sure Shigaraki never taught him anything above grade school level curriculum. His adjustment is gonna be a tough one."

Chiyo hums in understanding, moving to sit on the bench next to Toshinori after a quick glance at her watch. "So then what are you all going to do until they find his parents?"

The situation is out of Toshinori's hands. At this point, they can only wait for the captain to arrive and give his instructions.

"Yagi."

Toshinori startles from his seat on a rather uncomfortable chair in the waiting room as he feels it being kicked underneath him, eyes darting around the partially empty room until they land on his partner. The scruffy man is standing over him with his usual deadpan stare, though Toshinori is well aware that he's severely annoyed and most likely exhausted.

"Shota. I'm guessing the captain called you in?" Yagi deducts, taking in the omega's appearance while taking a moment to stretch his long, cramped limbs. He's sporting sweats and a sweatshirt, hair tied back in the way that he usually wore it when he had meant to be relaxing. It makes sense that they'd want an omega there, one with experience in raising children. He's got two pups of his own---one if you count the fact that Hitoshi is about Katsuki's age. Shota would be much better suited for handling Katsuki than Yagi would any day. Sure, he's got a son of his own but Izuku is an alpha and Yagi has zero of the mothering or nurturing experience that someone like Shota or his own wife would have.

Yagi often wishes that he could have been there more for Izuku in his younger years but that was just when his career had started---when he'd begun to work his way through the rankings. Inko had encouraged him. Izuku never held it against him. Still, he wishes he could have been a better sire to his only child.

Shota plops down into the seat next to Yagi with a grunt, arms folded over his chest with an annoyed sigh. "And on my only goddamn off day, too. What the hell did you do that I had to come save your ass this time?"

The alpha regards Shota with an apologetic smile, patting him on the shoulder. "Sorry. I know that you need the rest. I assure you, though, it isn't my fault this time. Did they really not tell you when they called? Is the captain not here yet?"

"No, that old lecher is here. He's talking with the hospital director and Chiyo to get the rundown while I was told to come and get your tired ass. You wanna tell me why I got called out of my bed on the one day I have to sleep and spend time with my kids? Eri wants to go pick flowers today and I promised her." That makes Toshinori feel a little guilty that Shota had even gotten dragged into this when, technically, this case wasn't his to handle and while it made things easier, Shota was not necessary for this to end well.

"Ah. I'm sorry. I should probably let the captain debrief you on this. C'mon, the faster we get to them then, hopefully, the quicker this can be over and you can get back to Hitoshi and Eri." Yagi suggests, standing to encourage Shota along. If they'd sent him to come and retrieve Yagi then chances were that they'd come looking for the both of them soon. The omega vehemently drags himself along, leading Yagi back to the corridor where they found Captain Tsukauchi waiting with Chiyo---right outside of Katsuki's room door.

"Yagi."

"Captain. What's the situation?" He prompts, not wanting to skirt around this for too long. No sense in dragging it out. Time is a resource they shouldn't be wasting in a situation like this.

"The situation is...a lot more grim that I'd imagined it would be when you all first called me." Tsukauchi admits, looking almost as exhausted as Shota. "I got an update from Vlad and Kayama this morning after they'd gone back to check for any evidence since I'd informed them that this may have turned out to be a kidnapping case and not just domestic abuse. The search led to the discovery of a concealed room down in the basement of the house that our CSI's missed last night. Two bodies. One middle aged male and the other...well, the other is already in a state of decay that makes it difficult to tell."

Yagi's stomach tightens uncomfortably.

"To make matters worse, we ran Tomura through the system for any records on him and it turns out that his real name is Tenko Shimura. There was a case opened on him some twenty something years ago---a kidnapping case." Chiyo adds. "So then he's been charged with kidnapping before and changed his name to go under the radar." Yagi tries but a shake of Tsukauchi's head leaves him in visible confusion.

"No, Tenko Shimura was kidnapped over two decades ago from his home near Tokyo where he was living with his grandmother. She was murdered and he was never found."

Yagi can hardly keep his growing headache at bay. The more they dig into this case, the bigger his migraine becomes. What the actual hell is going on here?

"So then what? We detain him upon regaining consciousness and charge him for kidnapping and murder?"

"As easy as that seems, we don't actually have any evidence to book him on those charges. The most we can get is domestic abuse but it'll be enough for us to hold him until we can get a few more leads. CSI are going back to look over the new evidence and bring the bodies in to forensics but for now our focus is gonna be getting that kid into an omega shelter---"

"Yeah, I'm gonna have to stop you there and tell you that your idea is a bad one." Chiyo seems more exasperated than anything else, knowing full well that any semblance of peace in their little town was about to be disturbed. The Public Safety Intelligence Agency and the FBI would inevitably become involved in the investigation which also means that---inevitably, of course---the majority of them would be getting a heavy dose of sleep deprivation in their near future. "Why? We can't just keep him here in the hospital until we find his parents---if we can even find his parents." Tsukauchi points but Chiyo is firm in her opinions and isn't easily moved. Yagi doesn't know why she chose to become a doctor when she could have easily become a lawyer. He's never heard an argument that she couldn't win or debunk.

"You mean to tell me you want to put an omega over the age of sixteen and has never presented before in a shelter where they hardly provide proper products for their heats and menstrual cycles? Once we flush the last of that nafarelin out of his system, puberty is gonna hit him like a fucking truck and if he's in a shelter for that, it's gonna be agony." She argues, arms folding over her chest matter-of-factly. "Not to mention that he isn't mentally matured enough to be left alone with all of the fucking hookers and and cokeheads those fuckin' shelters take in. They don't treat omegas well in that place."

Tsukauchi scratches his head at that and, just like Toshinori predicted, can't find any holes in Chiyo's argument. Throwing him in that shelter and forgetting about him may as well be the same and leaving Katsuki for dead. Shota groans and pinches at the bridge of his nose.

"Well, I'd take him but I don't know if it's a good idea. Hitoshi is going in a rut soon and having them in the same house together like that isn't going to be pretty. I can't have that around Eri, either, I'm sorry. We may not have any other options right now---"

"Inko and I could take him." Toshinori offers. It's short notice, obviously, and he isn't sure how Inko is going to feel about it but he can't just stand idly by and do nothing when Katsuki obviously needs his help. Something tells him that he'd have been better off locked in that bedroom with Tomura than to be thrown into those horrible shelters. Katsuki is afraid and confused. He's bound to seriously hurt or kill himself or someone else if he isn't properly looked after. He needs to be educated not just on himself but how to interact with others, as well. "Izuku's rut has been over for about a week now and Inko stays home these days since she's stopped working. We don't have any small children to look after and Inko would be a little more patient with him that Shota would---no offense, Shota."

"None taken." Shota replies with a snort of laughter. "I'm glad I don't have any omega brats and I'm praying to God that Eri presents as an alpha or beta because I can't take having another moody omega around. Hitoshi is moody enough on his own. Besides, Izuku is a lot kinder and less likely to pick on Katsuki than Hitoshi is. Compassion isn't exactly his thing."

Toshinori wants to tell Shota that he's not giving Hitoshi enough credit but he holds his tongue. He knows better than to challenge a dam on the nature of their pups. Toshinori had known Hitoshi to be a respectable and exceptional boy, though he is rather moody and a tad cynical but Yagi reckons that it's a trait he inherited from his father.

Tsukauchi sighs. This entire ordeal is going to come back and bite him in the ass somehow, he knows. He hopes that this will at least be good enough to keep the PSIA off of his neck.

"Are you sure?" He asks Yagi even though he already knows the answer. Toshinori has never been a man to go back on his words or convictions.

"Positive."

"Alright. Shota, do you think you could scent him enough to get him to calm down? It's a lot more civil than using those drugs on him and he'll at least still be coherent."

"Fine. But then I'm going back home---"

"Yeah, yeah, don't call you again unless one of us dies. We know."

Yagi asks for a moment before they prepare to enter Katsuki's room again. He's got to explain to Inko that they'll be fostering for a while.
