Tim Drake wasn't jealous. To be jealous that would imply that he still had feelings for Amelia James, and he didn't. They broke up weeks ago. It would be foolish of Tim to still have feelings for her. She moved on from him. She's dating a new guy. She thinks she found the one.

Tim hates Jeremy Davis, Amelia's new boyfriend. He was an asshole to everyone, even to Amelia. But she was infatuated with him.

So, Tim had good reason to hate Jeremy: he was rude, disrespectful, and had no regard for how he treated Amelia. Even though Tim didn't (or so he thought) have romantic feelings for Amelia anymore, he still wanted her to be happy and treated with respect. That's why he wasn't jealous, but he didn't like the way Jeremy treated her.

He definitely wasn't jealous. There was no need to be jealous, Amelia moved on, time for him to move on.

Even though Tim was trying to convince himself that he wasn't jealous, deep down inside he was. He was jealous of the way Jeremy could make Amelia smile, and the way he could make her forget about all of her troubles. He was jealous that someone else had been able to take his place in her life, and he was jealous of their connection.
