"It has been a year, and through that one year, we lost at least a fourth of our team. How do we solve this problem?" Nightwing asked Batman back at the cave in Mount Justice.

"Simple. The League has already filed acceptance applications from teens willing to join the team. We will go through each one, and the League will have to vote in order to decide who will be part of the team." Batman answered.

"Recognized. Miss Martian, B05. Superboy, B04." The cave computer said. Batman and Nightwing turned to see M'gann and Conner walk in.

"You're not at school?" Nightwing asked.    

"We had to do our community internships. What about you?" M'gann asked.

"I skipped the entire day today. Looking for new members for the team." Nightwing said.

"How many did you find so far?" Conner asked.

"We have eight in mind right now, and we'll bring them up in the upcoming League meeting in about ten minutes." Batman said.

"Everyone else is at school. While you're here, you might as well come along." Nightwing suggested.

"Sure. We don't really have anything better to do." M'gann said and they followed Batman and Nightwing into a Zeta tube to get to the Watchtower.

"We're here to discuss the eight new members who want to join the team." Batman said once all the leagurs had filed in.

"Who are they?" Martian Manhunter asked. Batman looked down at his holographic computer in front of him and typed something into it, then eight full-length images of young heroes appeared around the league.

"These eight teens sent in applications about themselves in order to join the team. We can't except all of them, unless there's an international emergency, then all of them will help, on the team or not." Nightwing explained.

"So let's start with the people we know." Batman said, and the eight images disappeared, then a full-length image of a familiar girl came up.

"This is Batgirl. Stephanie Brown, age 17." Batman said, "we should all know her."

"She did very well in doing volunteer work for the team the past year." Superman said.

"Correct. As did that young gentleman, what is his name?" Wonder Woman asked as she pulled up a second image, "he never entered an application, but he would make a fine addition to the team."

"No." Batman said as soon as he saw the image of Red Hood flicker before him.

"You must overcome your differences and learn to fight alongside each other again." Martian Manhunter said. Batman cringed and looked away.

"Well, I shall propose my offer then." Aquaman said and the Red Hood and Batgirl images faded away as he pulled up another image of a girl with long pearly-white hair and a white outfit that reminded the League of Tula's.

"This is Dolphin, and she is age 19. She was an innocent teenage girl who was drowning, then somehow adapted webbed fingers and webbed toes and gills. She came to Atlantis just last week seeking for a mentor. I took her offer, and she quite impressed me with her water powers and mystic arts, quite similar to Aqualad's." Aquaman said.

"She seems like a worthy member." Hawkgirl said as she pulled up two full-length images, one of a boy and the other of a girl, "this is Jet and Soaren. Twins. Alex and Ally Hall, and they're both 14. They both have the power of flight, just like mine and Hawkman's." Hawkgirl explained.

"But that means that there are now nine, instead of eight." Green Lantern said.

"Well, they both requested that they both count as one. So if we vote one of them, then the other one joins too." Nightwing said.

"Fine, that's fine." Black Canary said as she pulled up another image, "this is my niece, Olivine Lance. She's 15 and has the same powers as me. I trained her in the martial arts, and she learned the canary cry herself. She goes by Night Owl."

"Well, I also have a new worthy mentee that I picked up pretty recently." Green Arrow said as he pulled up a new image of a girl wearing red with a red bow and red arrows.

"Seriously?! Another one?!" Flash asked.

"This is Mia Dearden and she goes by Speedy. She's a fifteen year-old taking off after Artemis, so Artemis has agreed to be her mentor. I'm just the messenger." Green Arrow ignored Flash's comment.

"Well, Kid Flash has taken up a new ward, too." Flash said as he pulled up another image of a girl with dirty-blond hair wearing red and yellow, "this is Christine Hughes. A 16 year-old and one of our first female speedsters. Mainly taking off after Bart, but is mentored by Kid Flash. She goes by Alacrity, and I know she's really do well, because this is the same age Wally was when he first started." Flash concluded.

"Then we have here Amy Winston. She's 16 years old and she takes the name Amethyst. Ring any bells?" Batman asked the League.

"Yes." Dr. Fate spoke up, "she is a princess of an alien planet that studies the mystic arts. On her planet, she is most well-known for her victory against a planet invader: Wotan." Dr. Fate said, "as strong as she may seem, she has a proud attitude to top that."

"Finally, we have Manhunter. Katherine Spencer, goes by Kate. She's 20 years old, but has been doing this since she was fifteen. Five years is enough experience in my books." Batman said.

"Who is her mentor?" Green Lantern asked.

"Her previous mentor has passed away. She's been training herself ever since." Batman answered.

"Then we shall consider this decision, then vote." Martian Manhunter said.

"We can only vote five. The rest may be called occasionally, and we may also have a few...extras in the mix." Batman said. Nightwing looked at him, then looked away.

"Time to vote." Wonder Woman said as small holographic computer screens appeared in front of everyone.

-one hour later-

Everyone exited the Watchtower through the Zeta Tubes to head on patrol in their own cities or to do monitor duty on the watchtower, but before Batman headed off, Nightwing stopped him,

"Those 'few extras' you were talking about earlier...are you saying...."

"Yes. I know what I said." Batman said.

"Seriously?!" Nightwing asked in disbelief.

"Dick, he may be young, but I know he'll manage. His grandfather is..." Batman's voice trailed off.

"But there's no stopping there, is there?" Nightwing crossed his arms.

"Fine. No. I will talk to everyone else, then we can only expect the best." Batman said.

"Okay...just making sure..." Nightwing said as he turned around and started walking towards the Zeta tubes, then he turned back to Batman, "after all, I am the leader of the team...I wouldn't want a mini assassin on my team."

"Recognized. Nightwing, B01." And Nightwing was gone.
