I have made my decision about Goggles wearing a dress, as suggested by some nice humans.
Emperor and Goggles soon arrived at the wedding shop. Emperor advised Goggles to wear a tuxedo, but of course, he didn't listen. Grabbing the most expensive dress, he asked to try it on.
Emperor just stayed silent, and let him try it on.

At the wedding day.
Rider stood at the altar. This was the highly anticipated event of the year. Everything was perfect.  Rider and Goggles has asked Emperor to be best man, Diamond, Headphones and Bobble to be bridesmaids and Crown and School Uniform to be flower girls.
The wedding went smoothly, Goggles and Rider said their vows, and ended the ceremony with a kiss. Goggles indeed wore the dress, which shocked everyone.
After the wedding came the reception, where they had the cake, which was made by most of the teams, putting a little symbol on top of the three tier cake. Pigeon had made Goggles and Rider figurines and carefully placed them on top.
"To our newly wed!" Emperor raised a glass of Lemonade. (I'm making it so there isn't wine and all that)
Dancing and games followed the meal and then Rider and Goggles set off on their honeymoon. Nobody knew where they were going, apart from Diamond. As agent 4, she knew that they would be spending their honeymoon in octo canyon.
