William James Monroe was an English teenager found drowned in the Chicago River in 1968.
Not much is known about James' early life. His father, Oliver Monroe, gave his middle name after a brother who had, rather ironically, drowned when Oliver was a child. "It just felt right to call him James" Oliver would say in an interview in 1977.
They had been on visiting James' maternal grandmother, Harriet Tanner, which is why they were in Chicago that day. They were supposed to leave on the twenty-sixth. James' mother, Felicia Monroe, had been born and raised in Chicago, having met Oliver when he was a foreign exchange student in her high school.
In the later afternoon of July 23rd, 1968, James asked Felicia if he could go down to the five and dime which was roughly a ten minute walk from his grandmothers house. Felicia gave him some money and sent him on his merry way.
Ten minutes go by, James still isn't back. An hour. Two hours. Three hours. It was then Felicia decided to call the police who informed her she had to wait at least twenty-four hours before reporting a missing person's case. They also said they could only do so much anyway, due to James being from England and whatnot.
Twenty-four hours later, she files a missing persons report. But just an hour after she did that, she received a call from the Chicago Police Department that they had found a young boy in the Chicago River that they had managed to identify as James.
When preforming the autopsy, they found that James had some blunt force trauma to the back of his head which confirmed that foul play had indeed happened. Also while preforming the autopsy, they found that he had only died early that morning. (well, it was a rough estimate, but still). To this day, no witnesses have come forward, and nobody quite knows if they're even were any.
