Denied, but Approved

I watched on contently as my lovely Luna walked away with my baby cousin.
My wolf howled, I loved seeing my mate with a baby in her arms and hopefully one day we would have our own baby for my Luna to carry around.
"Alpha, I've got the council on the line." Leon sounded urgently.
I snapped out of it and focused.
"Put them on speaker." I said just as Dylan walked into my office.
"It's done." Is all he said and I knew he had found places for the turned out pack members to stay.
I motioned for him to have a seat and join us.
It took a moment before anyone came back on the line from the councils office.
"Alpha Wylde, you are now on speaker conference with the entire council." A soft voice sounded professionally.
"Thank you for convening for me council members." I said confidently.
"It isn't often we do something like this Alpha Wylde, but the urgency behind this has caused some major concern on our end." One of the female council members sounded.
"How so, if you don't mind me asking."
"Well as we don't know the definitive figures just yet, but you've informed us of at least thirty known individuals, and Alpha Locher has also called us just this morning as well to tell us about twenty known Weres staying on his land from Harmond pack...well the thick of it is, who is left for this so called alpha to lead?" A stern male council member said.
I nodded my head with concern.
"So if he has no one to lead can he still be an Alpha?" I asked slightly confused.
"That my boy is the golden question: does the pack make the Alpha or does the alpha make the pack?" Another male sounded.
"Then we move to more tedious questions such as how many people constitutes as a pack, how much land is needed to govern these people, and if he loses all members of his pack should he have his land and title stripped away?" One of the ladies said.
Leon, Dylan and I looked at each other.
"Forgive me council members, but do you think Dorian could be doing this on purpose?" I asked
They remained silent.
"...I only mean that from what the members that sought out my packs help today told me, he is making impossible rules to follow and then casts them out nonchalantly when they disobey, as if he doesn't care."
"But what would be his motive?" The other woman asked.
"The only thing I can think is that he is trying to hurt his parents the way they hurt him." I offered.
"But we've punished both of his parents as well as himself." One man said.
"But this was personal for him, they cost him his mate...I'd bet anything because of that he is willing to throw away what they fought so hard to keep...their family name, their pack."
"Even if what you propose is true Alpha Wylde, unfortunately there isn't anything we can do now...as for the members once they all come to your land we will need a definitive head count: ladies, gentlemen, and children alike that way we can better assess our situation here."
"Yes council members, my older cousin Dylan has secured places for everyone to stay for a few weeks tops, it's open field so there's plenty of space to set up camp for them until this can all be put to rest."
"And how do you propose to protect them as well as your pack?" A man asked with concern.
"I have a lot of allies, if we call in some favors then only a few members of each of our packs will be on guard for the Harmond refugees."
"Well be safe Alpha Wylde, while we unfortunately have to deny your request to add these refugees to your pack officially, we will approve of them staying there for no longer than a week, in which time we hope to have more answers for you."
And with that they hung up.
"Do you really think Alpha Travers is doing this to get back at his parents?" Leon asked.
"It's the only thing that makes sense at the moment."
"S-so Alpha Travers rejected Juliette because his parents forced his hand?" Dylan asked, "so he still cares about her."
"I wouldn't doubt it, they were together for two years...you don't just get over a relationship like that."
He nodded, there was something in his eyes that was a little off.
"So then if she wanted, couldn't we let her go back to him, it would ease her heartache." He said this time his words had a slight pleading in them.
I could tell he cared about Juliette, and like the rest of us only wanted her happy again.
"I wish it were that easy, but the council ruled that he has to go on with the marriage he rejected Juliette for...and if he ever comes near her, he will be killed.
He gave me a hard stare, "does Juliette know?"
I nodded, "we told her last week, she's been torn up about every since...but I have to ask, what arrangements have you made for our guests?"
"Oh...families will be put in two if not three of our hotels and motels, any single Weres will be housed in the pack house just until we can get everything down at the field set up for them...once the fields set up I figured since schools out right now we could use the showers from the high schools and figured some of the singles wouldn't mind staying in the gyms to free up some of the trailers for the families."
I was impressed with his quick thinking.
"Where are you getting trailers from" I asked.
"I did work on a case with someone who owns trailers, it's not exact a fancy hotel or anything but...at least so they can stay together, and we may be able to get a couple of families into one trailer if need be."
"Anything can help Dylan." I said, thankful that my cousin could help me with this, "I hate to put you in charge of all of this."
"It's nothing, these people need help and that's all that matters..." he said smoothly, "since Grace is with the Luna, I figured I'd go down and start clearing the field."
I nodded, "I'll order the pack guard to join you, it'll be good for them to get the lay of the surrounding area since they'll be in constant lookout."
He nodded and then took off.
