Magic seems like a myth and is only written in story books

People believe that all magic users went extinct

People will call the police on magic users if they see magic

no, they do not live on the Island of Hallow, they live in the City of Hallow (i think that was the name-)

The guildhalls are on the outskirts of the city, as to not draw suspicion
