~*Shanes POV*~

I walk into my offices the next morning with my arms crossed over my chest. I instantly walk to the District 6 meeting room to speak to Allan before the full meeting occurs. I stop to knock at the door and hear the call of, "come in," so I do just that.
"Good day, Shane." Allan greets me, his eyes watching me slightly while documents sit on the table in front of him. I nod softly and close the door behind me.
"Good morning." I reply with a nod. Allan's assistant walks out of the room politely to leave me and him to talk. Allan puts away a few of his papers and covers more out of my view.
"What do you need?" The owner of District 6 questions me. I sigh slightly and look at him.
"Do I always have to need something to speak to a friend?" I chuckle softly while crossing my arms over my chest and taking a seat at the same table as Allan.
"I suppose not. But we were never friends." Allan replies, his eyes glaring at me with fire in them.
"Fine, I'll get to the point then." I pause for a moment. "My brother is becoming a problem, a much bigger one than before." I state while releasing a heavy sigh.
"I believe that is your own problem for letting that boy get a district. He was never voted in like the rest of us, I don't think I need to be concerned." Allan tells me coldly, his arms crossing themselves.
"Would you vote for someone new if I presented them?" I question, tilting my head.
"Depends on who they are." Allan replies as he turns his body to face me.
"Alex Clark. Would he be voted on by you?" I ask quickly, just trying to get an answer out of him.
"That boy? He is no more than a child who shouldn't be involved in the business world." Allan states, giving his head a shake.
"He is brilliant and has been advising my brother the entire year. He understands our discussions and wants to be involved. You can't tell me that Carter is a better option." I explain, putting out my hands to try and persuade him.
"Why do you care about my opinion on this so much? Go whine to Garrison, he's the real tough one to convey a message to." Allan tells me, waving me off and turning away.
"Would you vote for him, Allan?" I repeat while moving back into his view.
"I have to see him in action, but... I might." He states, once again turning away. "Now go, I have business to attend to." He adds with a nod. I nod slowly and head to the door, letting myself out. I let out a soft chuckle once I'm out of the offices and near my own. I go into my office and write a note to myself saying, "Yes from 8 districts out of 18," and sigh.
"Only a few more to go..." I mutter softly before hearing a knock at my door.
"Come in." I call be fire covering up my note with a separate blank paper. I can't have people seeing all my thoughts just by entering my office after all. I glance back once the door is opened to see Alex with Carters assistant at his side.
"Mr. Lancaster, I wanted to ask you a question." Alex states while the assistant closes the door behind them. I nod softly.
"Alright. Go ahead." I comment while leaning back on my desk.
"Why do you want to remove District 4 in your proposal? We have a very large population since it is one of the largest districts. I don't know why you would want to get rid of it since there may not be enough room for everyone in that district to go somewhere else." Alex states while giving me a soft nod, as if he needed to convince himself of what he was saying.
"That may be true. Although my intentions with this proposal is simply to move all out residents closer and claim more area to connect us. Since then we would no longer need to meet every few months nor transport necessary items to each district. District 4 is just one that is farther away." I explain my reasons as if they were written as a script inside my head.
"Then why was District 6 on that list? I thought that was the closest district go the Main one, unless you wish to remove that one as well." Alex stares at me curiously.
"That one is to spread the military throughout the districts so that each has better access in case of emergencies." I tell him, staring back at the young man in front of me with a sort of satisfaction. I was right, he is smarter than you would think. To figure out my true reasons, look no further than the district owners themselves. The ones who often create problems for me can simply be removed in this proposal.
"Do you think this will be passed?" Alex questions me further. Smart boy, looking at the outcome to make better decisions.
"Perhaps. It depends on who agrees with me in the end." I reply simply to keep anything that I don't want to explain out of the conversation.
"You said you would help me if I asked for it... Would you help me if this proposal is passed?" Alex asks me, his words coming out slow and timed well.
"Yes. I would help you in whatever way you wish. Just out of curiosity, what do you plan on voting for that proposal?" I question back, a slight smirk forming on my lips. I can't help but be happy that he seems to be on my side.
"I planned on voting no because District 4 is still my home... But if you will help me and my family to find out new home, then I will vote yes." Alex replies, his eyes locking with mine. His assistant looks at him worriedly and releases a sigh. I chuckle softly and look at Alex with more curiosity than before.
"I didn't take you for a briber, or a blackmailer, Alex." I state with another chuckle. "But, I am a man of my word and I meant it when I said that I would help you." I add in my usual serious tone that I use when discussing most things.
"O-oh... Alright then." Alex nods and gives me a smile.
"Alright then." I reply.
