Given that the city of Verona has experienced an excess of stressful activity as of late, the governing body has decided that a community-wide event should be held to lift the spirits of the neutral parties. There has been an explicit barring of gang members to attend the planned masquerade ball, however invitations are not a requirement and masks are. Everyone knows that at least some uninvited guests will show--or rather hide their faces at the ball.
