The Grey List is a notebook written by the members of Vanguardians in which serves as a compilation of criminals and corrupt individuals, especially those that were considered the enemies of humanity due to being too dangerous and unhinged to be left alive and imprisoned.

The book is written in an enchanted invisible ink Henry Lazarus possessed to prevent theft and to trick the thieves into believing that the notebook is blank, where the names are only shown to the members of Vanguardians.

There are two versions of the book: The first one that was written during the Great Horizon War, which was destroyed during the Vanguardians' final battle with Dystopian. The second one, recently written for the supervillains and corrupt superheroes in Earth-823 when they were summoned to that Earth by God.
