Description. ( based off of real historical events. If you want to know more, I recommend looking up "policing London extra history", and watch that series, as I am glossing over so much about thief takers and such)
In 1680-1720 there was a huge rise of crime in London, and since London didn't have a police force, ( they didn't like the idea of one,) there were people called thief takers. One of these thief takers, Wels, rose in power to become the Thief Taker General. However, behind the scenes, there is another tale. Some say the thieves of London have a master, one who tells them who to steal from, and what. And that person is Wels.
(Also wings are specialized elytra, that the rich have!)
(Calling someone a watcher is a good thing, calling someone a listener is an insult. Watchers do exist, but are hard to find)
