What if Prussia was actually the Persian Empire? That would make him 203 years younger than Rome and maybe slightly older than Germania. But if he was still a child, then he wouldn't have seen the wars.

While he was there when Persia fell in 330 BC, he went into a coma-like state for 186 years but woke up a few years before Ancient Greece died in 146 BC. Ancient Greece knew who it was, but Prussia didn't seem to know who he was, nor did he understand why she seemed upset to see him. He just wandered around Greece and eventually found his way near the city of Rome, where he fell into another coma until 190 AD. He spent time with Rome, not knowing where to go and not having any memory of where he was from. 

Rome knew who he was of course, but he didn't care, Persia was still a child, and so he treated him like his own till his death. While the year of his death is unclear, I suspected it was in 476, when Rome fell to Germanic Control. This would be the last time Persia fell into a coma, until the year 1190, when he was supposedly born.

Perisa is long gone by now, and when Germania took him in, he gave him a different name, to hopefully keep the young one from remembering the fate of his previous country. But he chose a name that would probably cause some problems. He gave the young on the country name of Prussia. While giving him the human name Gilbert, it was to have something else to call him besides Prussia. 

And by noticing Germania's behavior, though we don't see him interact with Prussia, he doesn't seem to care for him as much as he cared for HRE. Prussia was an outcast to him, not just because of his white hair and red eyes. It's because not only was Gilbert different from him in so many ways, but it could have also been because Persia almost succeeded in taking over the world, which threatened all other Ancient nations existence.

I don't think Prussia ever understood why Germania was always so angry with him. Or why he felt like he was forgetting something important. 

However, this isn't the case with their counterparts. 2p Germania and Klaus (2p Prussia, bless this sweet mute child) are rather close and are shown to greatly care for each other. 2p Germania is shown to love and care for Klaus, maybe even more so than he does of 2p HRE. 

So with 2p Germania and Klaus, even if Klaus was Persia, I don't think Germania would care. He'd still treat Klaus like his own.
