So, in the last chapter, I made two Picrews by this creator and when I started this one, I realized that this Picrew and the Picrew I used to make the other two were made by the same creator.

It's the same thing as before, there are very fixed options, but you can still have fun by playing around with it.

Why is one eye missing from the Picrew?

I guess that the Picrew is meant for there to be only one eye.

Also, I feel like I kinda mixed Yor and Fiona's styles together in this one? Like, the figure has a hairband, much like Yor, and there are also bangs that cover half of the face, much like Fiona.
