Backstory: Daido Katsuki is the reincarnation of Daido Katsumi. Katsuki himself saw the current government's corruption as the discrimination against men was very severe. With his memories of his time as Katsumi flooding back, Katsuki recreated Lost Driver and 26 T2 Gaia Memory. Katsuki returned as Kamen Rider Eternal, however, not long after his return, he was raided by the government causing him to die a second time. However, he was revived through the Necro-Over Serum developed by Erica and Mei. Realizing the injustice and corruption, Katsuki recruited Mei, Erica, Rin, Kai, Sirin, and Kiro, forming the mercenary team NEVER.
