~ Many loyal citizens of Arendelle have asked questions to the council concerning Her Majesty's mysterious power over winter weather. Although this knowledge is not to become widespread or public, we, the High Council of Arendlle, have come to the conclusion that such knowledge should not be lost. Therefore, with the permission and consent of Her Majesty, Queen Elsa of Arendelle, we have charged the Castle Scribe, the Castle Librarian, and the Chief Historian to search for everything on this subject, whether fact or fairy tale, and to compose, to the best of their ability, an account of these happenings.~
