Room with this man was found by doctor Kelly Limberine (Level H) she said that after getting her morning coffee she heard sound of inflating Ballons and entered the room that was source of this noise with doctor David March (Level E)
Ballon man how she called him looks like middle aged man with constantly changing facial features offering people Ballons for good luck in hard times.
Interestingly every popped Ballon had dropped an item that wasn't in it before but that person needed like 2 bucks for vending machine and lost glasses.
When some doctors tried to ask him how is he doing that he said that he's doing everything from the good will of his heart. After some tests we learnt that things don't metrialize out of nowhere like when someone needed kidney local hospital reported one getting missing after it appeared out of the balloon and when someone needed blood of type A it was lost from the hospital too.
