Remember, Cinder is Lunar and immune to the Queen's powers. That immediately makes her a threat in Her Majesty's eyes.

It just doesn't make any sense. Even if she's immune, Levana shouldn't hold a whole planet for it.  And, on top of that, Cinder's in our territory. They have no right to go after a certified Earthen citizen unless they have done something harming to the Lunar government.

You are mistaken, young Emperor. That is a term of the Treaty of Bremen, something you and I both know is a struggle to sign. And besides that point, it would be... dangerous to overstep any boundaries now. We are all walking on thin ice here.

BREAKING NEWS: EMPEROR KAITO RELIEVES CYBORG LAWS, SAYS ALL CITIZENS ARE EQUAL

Just today, Emperor Kaito addressed the controversy with the cyborg draft. The draft, created by the (now run-away) Dr. Erland, set all cyborg citizens at stake. Cyborg names were drawn daily, and those who were chosen were sent to the palace labs in order to be tested on in hopes of solving the letumosis antidote. However, due to previous circumstances, the Emperor has revoked all laws that he claims are "unfair to cyborg citizens," and ended the draft. 

This act has brought much confusion to the media and the concerned public. With the loose cyborg on hand right now, and the disease still raging on amidst all the wedding preparations for His Majesty's wedding, citizens wonder if this was a bit too convenient to be a sudden change of heart. Kind it may be, to end the draft, but when a disease is still unsolved it may seem a bit strange to some. 

With these factors hanging, Emperor Kaito then left the conference room, rejecting pictures and any press questions until hours later.

Not to negate your actions, Your Highness, but it was out of line at this time and place. Our people are extremely biased, and this new law was for the best, but... with a cyborg on the loose, the citizens aren't sure who's side you're on.
