Quinn had kept herself locked up in her compartment for the rest of the day and night. After the viewing of the propo, when people were going back to their compartments, Quinn could hear them talking about it. How excited they were, how great of an impact it would make on the other Districts. But Quinn couldn't bring herself to even begin to agree that the burning warehouse would make any difference. She couldn't watch it, she didn't want nor did she even need to. Unlike how they were treating the Districts-- trying to rev them up, to get them a reason to fight the Capitol. Quinn didn't need any convincing.
Everything about Panem was a mess. Everything about it needed to be destroyed, and fixed. The sick government that worked people in Districts to death just to supply themselves. Using children to pay for the rebellion that their ancestors had. A rebellion that should have ended everything in the first place. The way that the Capitol made the Hunger Games look glamorous. The way the citizens were treated like replaceable pieces in their game...if one died, if twenty died, if hundreds died-- it didn't matter. Snow thought it was getting rid of a problem, and that the man power that was lost, would easily be replaced. And that had always been what made Quinn sick to her stomach the most-- how people were replaced like it was nothing.
Quinn had been thinking the entire night. She knew that she couldn't just let Coleman and Isabella just sit there in Four-- not knowing what was going on. Besides that, Coin wanted the fact that Quinn was alive, and hadn't died in the arena to be a big deal-- and wouldn't showing up in her home District be a great...announcement? The first propo was all Katniss and introducing her as the Mockingjay. It wasn't that Quinn wanted a propo for herself, she didn't care for it. But that was the best way she would get Coin to authorize a mission to Four-- a district that was much closer to the Capitol than Eight was. So Quinn was glad that she had Command before breakfast, probably to listen to what Coin and the rest of her team had to say about the propo and what their next step was.
When Quinn got to the command room, Coin, Vesselman, Jules, Havensbee, and Boggs were already there. Jules sat in the seat where Otto usually sat. Quinn felt herself begin to squirm at the memory that Otto wasn't part of command anymore. And it wasn't long before Gale and Katniss walked into the room, followed by Orion not long after them. Haymitch joined them too, but he pulled his chair towards the door, so if he had to he could easily get out of there if he got sick enough.
"I assure you," Coin began as they all took their seats, "That this will be your last early morning Command meeting, and the last one that'll be so...full for awhile." she explained simply, "But we need to discuss how the propo was received last night once Beetee got it on air."
"If it was received like it was here, then there isn't much to talk about." Orion stated, "Everyone here thought it was brilliant despite was happened."
Coin sighed.
"We shouldn't have used that one." he added.
Quinn rose an eyebrow and stared at him.
He shrugged a bit, "People died in that, and you broadcasted it to all of the Districts." he stated bitterly, "If anything, it just told all of the Districts that if we ever show up, they need to stay away from us. The only good part about it, the only part that could have done something was Katniss' speech. But showing the warehouse get bombed was a bullshit thing to do." his voice was bitter and he wasn't at all pleased with the outcome of the propo.
"It wasn't what we planned," Coin sighed, "But it's what the Districts needed to see."
Orion didn't say anything else, he only leaned back in his chair with his arms crossed as if to tell everyone he hated the propo and he wanted nothing to do with Command, at least not when it was that propo was being discussed.
Quinn shifted in her seat a bit uncomfortably before she decided to finally speak up. "What if we followed it up with a propo getting people out of the Districts?"
Coin looked at her and rose an eyebrow. "What do you mean?"
"The first one just showed people get killed, maybe getting people to Thirteen would be a good idea."
"I like it," Havensbee smiled, "A growing resistance, that's what we need."
Coin rested her folded hands on the table, thinking for a moment before she shook her head. "The compound is full, we don't have the resources to take in more people."
"Send out hunting parties," Gale suggested.
"We could use the bunkers as extra housing until further notice." Boggs added, "I don't think it would be impossible."
Coin seemed to take in the suggestions, thinking about them. Quinn watched her face carefully for any expression that she may have made. "Did you have an idea of where the propo would take place?"
"District Four-"
"No."
"Why not?" Quinn asked, pressing her eyebrows together. "You wanted to use the fact that I survived for the rebellion, didn't you?" she asked, "Showing up in Four would be the best way to show it."
Coin sighed and then dismissed the suggestion by talking about the first propo again. So Quinn sat in her seat, staying quiet. She sat on the end, and then next to her was Katniss. Katniss glanced over at her every once and awhile. But she didn't say anything for awhile. Until finally, towards the end once they were dismissed to the rest of their schedule.
"Quinn," Katniss started, quietly as they stood up. "I think that's a good idea," she stated.
Quinn rose an eyebrow sharply, "You do?"
Katniss nodded, "I'm sure you could talk her into it." she confessed, "Just don't take no for an answer."
With that, Katniss and Quinn said goodbye to each other, and Quinn and Orion made plans to go above the compound with Dylan and Quinten. However as they left, Quinn stayed behind although President Coin clearly wanted to meet with the other members of command instead.
"What can I do for you, Quinn?" she asked, looking up at Quinn from where she sat.
"I'm not doing any more propos unless you let me go to Four." Quinn stated, her feet felt like they were completely glued to the floor. And she felt like her heart completely stopped beating, Coins eyes didn't look as welcoming as her question had sounded. The truth was, she didn't look like she wanted to do what Quinn wanted her to.
She rose an eyebrow, and sat back in her seat, crossing her arms. "What do you mean?"
"I mean I won't help you unless you help me get a few people out of Four." Quinn stated, crossing her arms and watching Coin carefully.
"How many is a few?"
"Two, and a family." Quinn stated, "One of them was an orphan in Four, the other-- she's old enough for the reaping this year. And if there are still games..."
Coin sighed, glancing at Boggs and then Havensbee. "Katniss and Orion won't go." she stated, "Four is too close to the Capitol, I can't risk losing all three of you now that Snow is probably watching the Districts more."
Quinn just stood there. She hadn't been expecting Coin to cave so easily.
"Boggs, would you gather a team? Havensbee, you'll have to get ready in tech for the footage."
Boggs nodded, and Havensbee nodded too. And when Coin look away, he looked up at Quinn and gave her an approving smile.
"That's the Feisty Pearl I remember." he sighed.
Coin sighed and nodded, "But everyone has their place in Thirteen, don't make a habit of this sort of thing, Quinn."
* * * * * * *
Quinn worked her way through the schedule with a sense of accomplishment. She had gotten her way with Coin, and Coin didn't seem like the type of person who would cave so easily and do something for someone else in the compound. It wasn't until lunch that Quinn finally heard something about what Coin had arranged.
