So, as an answer to this sorrowful plight, and to some thought, the forms above Super Saiyan 3 will be there, but will be EXTREMELY difficult to access.

The reason being is that, in Dragon Ball lore, you need Five Saiyans, Pure of Heart to transfer ALL their energy unto one. That's probably not gonna happen until later down the road.
