From the moment Jim Gordon laid his eyes on Valerie Joash, he instantly knew she was a troublemaker.
Their first official meeting was around the time when Jim began to work with the notorious Oswald Cobblepot, doing various favours for each other. It was hard not to notice the young woman. Standing as close as possible to Oswald whenever she can, following him everywhere he went and fiercely keeping a protective watch on him; The Penguin's very own loyal and obedient dragoness.
And, well, it was hard not to notice her for one other thing... Valerie was just so effortlessly beautiful, almost to an unfair extent. It was especially difficult for Jim to keep a clear head when trying to strike a deal with Oswald when Valerie's right there disarming the detective with her mesmerizing sapphire eyes and mischievous little smirk.
But it would only be for a few more. Just a few more times that he would need Oswald's help, as much as he hated it. After that, there would be no more shady deals with Penguin. And most of all, no more Valerie.
...At least that's what he tried to convince himself.

Jim couldn't tell when exactly Valerie began to 'visit' him at the GCPD. Well, more like pester.
But would it REALLY be pestering when even Jim is starting to actually...like her presence?
NO! No, that's absolutely wrong. He hates it, she bothers him to no end!
It bothers him how quickly she seemed to make herself right at home, how she purposely messes around with his co-workers just because she's bored, distracting the people from efficiently doing their work, and most of all...
Seducing him.
Yes, let it be known that Valerie Joash is attempting to seduce none other than the stiff rookie cop.
That much is obvious. Her light touches here and there, how she stares at him with those tantalizing eyes of hers for a moment longer, how her voice would go deliciously low anytime she would intentionally place an innuendo during a casual conversation.
Jim has had enough of it! If he wasn't already crazy working in this godforsaken city, then she sure as hell was driving him nuts!
And yet... No matter how hard he tries, he simply can't break away from her. She's nothing but a problem. He KNOWS that.
But there's just...something about her. Something he can't quite pinpoint, and he keeps coming back to her.
Every. Single. Damn. Time.
He loved the rush more than he'd like to admit, yet feeling so dirty afterwards for fraternizing with a low-class criminal. And worst of all, Penguin's lackey no less!
He was like a helpless captive trapped in a dragon's ruthless hold.
But he won't be for any longer.
No. This time, he IS going to break things off with her. Once and for all.

"I need to talk to Joash." Jim stated, his brows furrowed as he stared down at the shorter man in front of him.
Oswald looked taken aback for a moment, before plastering on a smile. "Why, Jim, that is hardly a good greeting! Come, now, you just got here. Why don't you take a seat, have a few drinks?"
"I SAID I need to talk to Joash." Jim repeated, his voice firmer as he clenched his fists.
Oswald's smile disappeared, his cold blue eyes narrowing to slits. "Whatever for? Anything you need to say to her, you can say to me." He murmured, his voice having a bit of a warning tone to it.
Before Jim could reply, a hand suddenly landed on his shoulder. He turned, seeing Valerie with a bright smile.
"It's okay, Oz, I got this."
"But Val, Jim is--"
"Oz, REALLY, it's fine." Valerie cut Oswald off with a chuckle. "I can handle it. Now why don't you take some time for yourself and relax, hm?"
He looked between her and Jim, before taking a deep breath and nodding. Somehow, she just knew how to calm him down. Still, if anything falls out of place, Oswald wouldn't hesitate to hit Jim's head with a wine bottle.
As Oswald waddled away, Valerie took a seat by the bar and patted the spot next to her. "We can just talk here. Luckily there's only a few people at the club today, so no one will really care about us."
"There's no need for me to sit down, I'll make this as brief and straightforward as possible." Jim said, taking a step forward to her. Their eyes locked, and his words were stuck in his throat for a full second before finding his voice again. "Leave me alone."
Valerie perked up slightly, raising an eyebrow. "What?"
"You heard me." He grumbled. "I'm so sick and tired of you bothering me. I just wanna get my job done, and it's already enough having to deal with Penguin. I don't need another issue in my hands."
She was silent for what seemed like forever. It was totally unnerving until, finally, she spoke up.
"Damn... For someone who says they're sick and tired of me, you can't even lie properly." She chuckled, seeing right through him. "I know you want me, Jimbo. And that's not a sin." A smirk slowly tugged at the corners of her crimson lips. "Last night was fun, wasn't it? Why don't we do it again?"
"NO!" A few heads turned as Jim exclaimed, before they looked away again. Jim grimaced, letting out an aggravated sigh as he lowered his voice. "I don't want anything that has to do with you anymore, Joash. I swear, your middle name is trouble!"
"It's actually Fae, but y'know..." Valerie shrugged, her smirk only widening as she stood up and strutted over to him as her heels clacked against the floor. She traced her fingers on his chest and played with his necktie, leaning into his ear. "What do ya say we just forget all about this, hm? I'm sorry for bothering you so much, Jimbo. I can make it up to you."
His breath hitched. He wanted to pull away--he SHOULD pull away; and yet, he found himself frozen. Completely and utterly under her mercy, his resolve slowly but surely crumbling. As per usual.
She bit her lip, and god only knows how much that affected him.
Just how can a woman be so enticing? So...irresistible?
He couldn't fight it anymore as he pulled her close to him, crashing his lips to hers. He practically exploded with desperate desire, a hand snaking down and giving her ass a squeeze and loving the small moan that slipped pass her delectable lips.
"One more..." He mumbled as he finally pulled away, gently leaning his forehead against hers and staring deep into her eyes. "Just ONE more night, and that's it."
"Whatever you say, Detective." She responded breathlessly, kissing his nose in an unexpectedly sweet manner.
Jim went quiet for several moments, before piping up in a husky whisper.
"You still got the handcuffs?"
Valerie's heart skipped a beat, her cheeks turning an ever so faint red. "Y-Yes, sir."
He smirked, eyes glinting and loving how he was the one in charge now. "Good. You've been a bad girl, Ms. Joash, so prepare for tonight..."

Once Jim left, it wasn't long before Oswald joined Valerie at the bar.
They had a couple drinks together, but neither spoke a word. Until, finally, Oswald broke the ice.
"Val..." He began, immediately catching his most prized partner's attention. His head spun, trying to think of the right words to say.
"What is it, Oswald?" She asked, looking at him worriedly as she placed her glass down.
He fidgeted for a little bit before deciding to just get on with it. "Do you...like Jim?"
She stopped dead in her tracks. It was such a simple question, but the answer?
Not so simple.
"I... You know I can't be bothered with romance, Ozzie." She forced out a giggle, trying to wave it off. "I need to be focused, right? Besides, I promised you before that I'm dedicated to no one but you. You have my utmost loyalty and sworn protection, Oswald Cobblepot, and if that means having to seduce dear ol' Jimbo so that he can keep working with you then I'll more than happily do it. Just for you."
Oswald's expression softened, taking her hands in his. "I appreciate you a lot, Val. Truly, I do. You're the best friend I could ever ask for."
Valerie smiled, feeling as if her thundering heart could just burst right out of her chest. "I appreciate you so much, too, Waddles."
"Ugh, I told you not to call me that..." He groaned as she only laughed. Then as her laughter died down, their eyes locked.
Oswald's gaze eventually drifted down to her lips, so plump and...kissable.
Then he all too suddenly let go of her hands.
"Well!" He cleared his throat, standing up. "Good job today, Val!"
She watched him hobble away quickly, looking down at her hands before sighing and taking another large swig of her drink.

SURPRISE! The first Canon ship story was not Val with Ed and/or Oswald (even though this did have a little Jobblepot in it). And that's because I've actually had the idea for this story for quite a while, and I now only got up my lazy bum to finally write it!
Aaanyways, whaddya think of it? I just really like the song Troublemaker, and I couldn't help but think that it fits Jordon pretty well!
Speaking of which, do you ship Jordon? If not, which other character/s do you ship Val with or perhaps even wanna see a story of next time? 👮♀️
