1. Must the book be completed and must it be grammatical error-free?

Ans: No and no.

2. Must the book be in English?

Ans: Preferably but never compulsory.

3. Can I be an admin and can you tell me the password of this account?

Ans: Yes, you can be an admin but I cannot tell you the password of this account.

4. [Related to Q3] How can I be an admin without having access to the account?

Ans: You could be a reader and help me vote, read the stories on my reading list. Or, you could be a judge where you could comment on these stories and correct them if there are any spelling mistakes, grammatical errors, etc. But you must type it in the politest way ever.

You can take a step further than the others and add the official sticker to your cover or in your A/N. You can simply download it by clicking the sticker, right-click your mouse and select 'save image as...' — that's for laptops. For mobile, just share the picure through email and send it to yourself.
