This is a rooftop garden where the Bicentennial Radio Thaier lives. It isn't visible in the picture, but there is a man-made stream and an unusually large tree in the center. This is a neutral place - there is not usually any fighting. Radio will treat the wounds of the Bicentennials who come here.
