Matters of Citizenship.

As they've encountered more and more species, the matter of granting the Citizenships is concerned many members within the System Capital, Earth.

It started with six, Shipgirls, Terrans, New Admins, T-Dolls, Valkyries, and us the Solaris Humans.

Now... we even have Xianzhou Natives, Foxians, Vidiyadaras, Halovians, Inteletrons, Pepeshis, and many more, as our Federation crossed more Dimensions and Alternate Worlds... This led to a week-long debate within the House of Representatives, Senate, Parliament, and even in the seat of President Jacqueline, after winning her second 10-year term, after joining the Phoenix Party, against Su-Bin Rhee of the Revolutionary Socialists, ended up as the Speaker of Parliament...

The RSH declared that only those who are human by Biology and Born in the Federation are allowed, which was popular with Planetary States that have unfriendly relationships with the IPC or faced a lot of threats from Hostile Aliens like the Hydranians.

While the Fanatical Militarists and Old Guards agreed with the idea... Many opposed it, and even the Asian Agriworlds would find it too violent, thanks to the Xianzhou Natives providing help to the Locals. Making the misconception break into pieces...

In the end, the RSH begrudgingly accepted Resolution 1021, which requires all those who wish to become a Federal Citizen must pass the Immigration Exam, live for 5 Years without breaking the law, and do so Legally.
