To deal with the evil ones, humans were given shots and training to gain powers, was genetically altered into something that was only half human, or were turned into cyborgs. However, they only worked on teenagers because adults aren't growing anymore and kids are too young and they don't have the ability to wield it. However, teenagers are right in the middle and they don't get any problems. So we got some teenagers with the weight of the world resting on their shoulders.
