This is the mayor. He's in charge of making sure none of the villains destroy too much of the city and none of the heroes are causing too much damage. You won't want to get in trouble with him...

Crimes will be reported to him so he's basically like the police and the mayor rolled into one. He will decide on punishments and who is guilty. He may request to speak with you if you have done something wrong.

Personality- He's really frosty and cold. He rarely smiles and if he does it's usually a smirk. He never seems to have a soft side and the only time he says something nice is when he's being sarcastic or he's drunk. He doesn't like people touching him or commenting on his appearance or the fact he always wears gloves. He's really strict with heroes and villains because he doesn't want the city to become chaotic. He will use punishments like, community service or writing lines in his office. He can't send people to prison because it was destroyed during a battle but sometimes he lets heroes keep villains locked in the base.

Appearance- Look up.

Powers- He can turn things to ice using his hands. And his skin is really cold.

Weakness- He has to constantly wear gloves to avoid turning things to ice. Obviously he doesn't want to turn everything to ice because
A) How would he eat?
B) It's illegal to turn people to ice.

Backstory- His parents were both ice skaters and his parents were always trying to teach him to skate. He was never good at it because he has very bad balance but he was determined. He wanted to make his parents proud of him, so one night when he was 12, he snuck out to the lake that had frozen over the night before. He put on his skates and started trying to skate, unfortunately for him, he tripped and fell through the ice. For some reason he survived but his hair changed colour, his lips changed colour, his skin changed colour and his eyes changed colour and it gave him weird powers. His parents sent him away to a house in the countryside to live with his uncle because it would ruin their career if people knew that their son failed at ice skating. His uncle was a business man who never had any time for him so James was left home alone a lot. He spent his time studying so that he could get a successful career and never have to rely on anybody.
