Things are pretty even. A few villains successfully stole a diamond from the museum and so far nobody's attempted to take it back but the lights are still out in the Villain base.

Today is the day of the annual charity raffle. The best prize is a Ferrari and all the money that is raised is going to be used to build a soup kitchen for the homeless. Because the prize is so good the mayor has asked that all heroes go there to try prevent any possible disasters.
