I have to go with the funny and awesome character, Kid Flash (Wally West). I believe that Wally is faster than Speed (Tommy). Also, he is a better fighter.

However, if Speed is really the son of Scarlet Witch and the grandson of Magneto, than he COULD have the potential to be very powerful and might be able to defeat Kid Flash.

But, Kid Flash won in my opinion.
