I believe that Red Hulk is stronger in pure strength. However, Atrocitus has access to more abilities due to his red lantern ring allowing him to create anything within his power. In addition Atrocitus is also very powerful. Therefore I believe that due to Atrocitus' strength and his red lantern ring, he would defeat Red Hulk in a fight.
