Summary: teenage boys had become a problem in society. Gangs, violence, babies born out of wedlock were too common an occurance. To rid society of the problem, the government had come up with a plan: get rid of teenage boys.

Boys from age 13 to 19 were sent to a "reform school" as told to the families. Attendance was compulsory, and no one was exempt.

But no one knew the truth. The boys were placed on an island in the South Pacific and underwent brain retraining. Their personalities were erased and replaced with one more suitable for society. Their memories were altered so they wouldn't remember the time on the island.

After the training was a success, they would be returned to their homes. It seems to be working, until Jonah was sent home. He remembered everything.
