The Board Room
Author's Note: This passage will be updated continuously as DC updates the information pertaining to each parallel world.
The Board Room is a small room located at a the center of the multiverse. It floats freely amongst the Bleed Space and constructed out of solid sound, much like a Monitor ship.
It resembles the layout of the War Room from the movie 'Dr. Strangelove'. There are 52 chairs laid out around a circular table. Each chair is occupied by a different variation of Mr. Graves from each of DC'S 52 parallel Earth's. Although, there is a spare set of chairs in the back corner that are used by any observers, guest, and any of the other infinite variations of Mr. Graves. (One of these chairs has a large 'M' inscribed into it for a certain other variation.)
The Founding
The Board was originally founded in the late 1970s during the event known as Crisis on Infinite Earths. The first meeting was held shortly after the Joseph Graves of Earth-68 not only sent a signal to every Earth, but also appeared outside of Pluto's orbit in the Earth-1 universe. This version of the Board had a falling out after the use of high powered superweapons during Final Crisis.
The current version of the Board was founded after the Flashpoint, during an event known as Convergence. Here, the founding father is the Joseph Graves of Earth-0.
His hometown, New Castle, was taken by Brainiac. No one on his Earth noticed because his company was "testing" stealth tech at the time, and due to the fact that no one really cares what happens to a decrepit small city located north of Pittsburgh.
The following is a list of all permanent members of The Board:
Earth-0/New-Earth:
This chair is held by Joseph T. Graves of Earth-0. This version is found in my ongoing DC REBIRTH TIE-IN series. He is the most powerful man in the world, but only considers himself to be second out of respect for The Office (of PoTUS). He owns the largest and most powerful private military corporation in the world (more like the galaxy), Global Privatized Security. He has a peaceful alliance with over 2600 worlds that have all willing pledged to support the defense of one another, with Global at the helm of each battle. He, also, is the co-founder and part-time director of S.W.O.R.D. (Supernatural Weapons and Ordinance Retrieval Division). This is a privately owned and operated, top-secret para-governmental organization the specializes in the supernatural, the otherworldly, and the paranormal (basically Fringe on steroids, an unlimited budget, and with military backing).
Earth-2:
This version is surrounded by the heroes of the Golden Age of Comics. He is currently missing, following the events of the Darkseid War and Darkseid's siege of Earth-2. He is believed to be dead. (Note: I may write a short one shot about a possible successor.)
Earth-3:
This version hails from the reverse world of Earth-3. This is where our heroes are the villains and vice versa. So you guessed it this version is a villain. He has managed to conquer a significant portion of Africa's jungle filled interior, and uses that region's abundant resource wealth to power his galaxy conquering war machine. This has enabled him to violently subjugate more than 2600 alien worlds.
Earth-4:
He is similar to Earth-0, except that he usually only fights for the expansion of American power through out the world and galaxy. Due to intense government oversight, every base he sets up on another planet becomes a colony for this empire-like United States of America.
Earth-5:
He aids Captain Marvel and family.
Earth-6:
This version acts as an intermediary between the superheroes and the world's governments while helping them protect the Earth.
Earth-7:
Like Earth-8. Gets confused with Earth-M616.
Earth-8:

Earth-10:
Also known as Earth-X.
He is a Nazi general that fights for the Reich while secretly supporting Uncle Sam and his Freedom Fighters.
Earth-11:
Home to the female version, Josephine Graves, on this gender-swapted world. She is a bada$$.
Earth-12:
This is the futuristic version of Mr. Graves' son, Joseph Domingo. He runs Global Spartan, a merged conglomerate created when Global bought out and merged with its biggest competitor--Sparta. Has several thousand colonies on other planets, where most of the company's resources are used. Sometimes helps Terry McGuiness.
Earth-13:
This version uses magic instead of advanced science.

Earth-22:
The exact opposite of Earth-21. He had to physically wrestle control of the company away from his son, almost destroying half of the United States in the process.
Earth-23:

Home to the Red Son version, Josef Gravinski. Despite the spelling of his name, he is a full-blooded American citizen, born to a family that fled the persecution of this world's Superman.
After the fall of Superman, his family returned to the Motherland and aided the transition as it became part of Luthor's Global United States. He is usually seen wearing a Russian Army Field Marshall uniform, as a tribute to the more peaceful era that preceded the Soviet Union. But, he is referred to as the Soviet.
Earth-31:
The Admiral.
He sails the never ending sea that encompasses this world on a fleet of massive white ships.

Earth-51:
Reigns from a post-apocalyptic wasteland. He rules over one of the last vistages of human society: Neo Castleburghe. This haven occupies the area between the cities of Erie and Pittsburgh, with the village of Wampum as it's capital.
Honorary Board Members:
Earth-1:
This Earth contains a younger version of Mr. Graves, where S.W.O.R.D. is founded as a response for the PMC and defense industries to combat the new threats presented by the newly discovered Superheroes and Super-villains. He mostly acts like a rich a$$hole whose army beats every other everytime. His most notable achievement was being able to conquer a newly forged and highly capable, high-tech Soviet war machine in under two hours with a squad of ten poorly equipped spec-ops soldiers. He does not have an official seat at the table, since much of this is new to him.
Earth-9543:
This is the version of the character that my brother is working on. This is the original, non-comic version of the character. He is usually brought in as a consultant and tie-breaker for moral debates that affect the Board as a whole. For whatever troubles the Board, threatens the omniverse.
Earth-M616:
Well, one cannot have a universe hopping adventure without mentioning a competing multiverse. As you can guess, this version is friends with Spiderman, Captain Marvel, and most of the Avengers (Nothing like some friendly competition, eeh, Stark?).
