If a kid does not like to be hugged or touched, Sebastian makes sure that everyone who may come in contact with said child knows that and will respect it. Even people who would never know the kid gets that knowledge.

And obviously he respects it too, and finds a different way to basically give a fatherly hug without actually it being a hug. Probably cards or just making them their favourite food.
