This was a pretty cool oc! I really liked how you didn't go the usual "abusive bad caretakers" route and actually present him with a loving family.
But I have some issues with his backstory. The whole war was a pretty cool element, even though im not really sure of the setting, but there's some complications with this.
You mentioned he was accidentally shot, correct? And then you stated his eye was ruined, giving the implication he was either shot in the head or in the eye. Both of which are very difficult to recover from. Especially as a young child. So, Ben would either be dead or have some serious brain damage. If there was a headshot involved, he wouldn't have made it far without immedient, modern medical attention.
Now, I'm not too griped with having him pull out his own eye as a concept. Stuff like that has happened in real life (remember that movie with the dude having to cut off his own arm?). Buuuut, pulling your own eye out is pretty gnarly, and with the already looming gunshot wound, he would have been in shock/too weak from blood loss to even properly preform the act and survive. The only way this could really work if he were to have (realistically) fainted from his wounds and someone else (preferably with training) found him and removed the eye. I know you're going for cool points, but it kinda wears off when the character is a child.
You also mentioned he later becomes a very powerful god. This is pretty dangerous territory. Already starting your character off with incredible power runs the risk at making them unrealistically and uninterestingly OP. Readers like characters who struggle and fall, not übermen who are indestructible. (Not saying he is, but you need to be careful.)
Now, I suggest fleshing out his personality. You've got a nice backstory (with proper corrections added) but not a lot of personality. His likes and dislikes weren't very complex or connected.
The power thing can be totally taken care of if you give him a mighty, realistic, list of weaknesses/flaws and virtues. No one is perfect, and to have a good character, they need to be three dimensional.
So, in all, interesting concept, but a little lacking in the execution.
