So here's how I draw hoods/hoodies :P

Step 1: Draw the neck

Step 2 (for actual hoodies/sweatshirts/closed jackets): Draw a curved line from the middle to a little bit past the right side of the neck

Step 3 (same thing): Start at the left edge of the curved line and do the same on the other side, except a little shorter

Step 4: Under the right line, draw another line that curves behind the neck and extend the line if necessary

Step 5: Do the same on the other side

Step 6: Draw the torso. For females, I put a curved line on the top of either side for the chest; for males, I don't (this is an example of a male)

Step 7: Draw the bottom of the hoodie

Step 8: Add shoulders

Step 9: Add a small curved line from the bottom of the right of the hood part to about 3/4 of the way to the shoulder and add another curved line underneath, connecting said line to the shoulder

Step 10: Connect the left side to the left shoulder

Step 11 (optional): Add pockets

Step 12: Position the arms however you want! Erase/add excess lines if necessary

Or, for open hooded jackets (step 1 stays the same):

Step 2: Draw a curved line a little bit to the right of the center of the neck

Step 3: Leave a small gap and do the same on the left. DO NOT CONNECT THE GAP (YET)!!!

Step 4: On the bottom of the right line, draw a curved line to the back of the neck

Step 5: Do the same on the left

Step 6: Draw the opening of the jacket and the torso and the shoulders (im adding more from now on bc im reaching the limit)

Step 7: Draw the bottom of the jacket and connect the edges of the inner lines to form the shirt underneath

Step 8: Connect the edges of the hoodie to the shouders

Step 9: Add pockets (optional) and/or position arms (NOT OPTIONAL)

I was lazy on the hands :P
Now you see why I normally hide the hands somehow .-.
