I'll start with with winterwatcher because it's every ones favorite/
Evidence: it is shown in moon rising that winter has his eye on moon and he likes her personality and her look. Moon hasn't confirmed but many wings of fire fans pair them. But moon may have started to look at him as a pretender once she heard his thoughts and relized it was a act and trying to make his parents see him as a true icewings but his thoughts change once meeting moon. And one monument points it self out when qibli let's winter search with moon in winters turning. That's what I can think of for winterwatcher.

And the one someone may kill me over moibli. Ok here's the one only prof tui t. Sutherland that produced "we're is she" qibli says to his dad in one of moons visions. This one line from that entire book probly has more fighting over that he is talking about moon but I won't say why I think that is false if you want me marking a short saying y say below but with that this ends my moibli argument

What I think: I think winter watcher because the simple answer is that winter did the most courages/ idiotic thing he faked his death witch may be ok if he was a low level but he is royalty and other icewings are at school witch will be hard to hide but in the books it looks like winterwatcher may be the fighter because of this I feel like tui will pair them but there is something else.

Long run: after of years of hiding or runing they could fall apart witch means that qibli and moonwatcher may start to get together or winter and moonwatcher will be stuck to gether unhappy or happy to get her but they may not have dragonets because they would have to find a safe place to have eggs witch would be hard to find
Safe haven: I'm not sure if any queen will risk dragon lives to save one couple but they may because they may want to encourage inter-tribe breeding.
