His name is Chio! Short for Chióni (Greek for Snow).

Let me explain him a bit;

*He was created by Dr.Alphys using multiple samples of Monster DNA, Dust, Determination, and fragments of the human souls that were left from the final battle, along with some monster souls.

*Toriel was the base DNA sample used in him.

*He has Ice powers (thus his name) and is able to make Ice wings, but he only does it for fun or when fleeing from a fight.

*He's happy-go-lucky and is usually shy when first met, but quickly gets more open.

*The small Orb that is floating with the tip of his tail is the Source of his powers, and his life force. If that orb loses power, he will turn to dust. However Dr.Alphys says it shouldn't go out for over 1,000 years.

*He doesn't like to fight, but will if it's to protect himself or if it's play fighting.
