-Type @ then immediately follow with the account you want to tag. If you type the 'at' sign, a list will follow. You can also search for the account and click on it.

-However, its easier to just type the 'at' sign and the account name next. No space after the 'at' sign.

-Or after publishing your work, on the comment section you can type 'Here's my work for contest... @ -account name, no spacing.
