Runic magic is something extraordinary.
Runes are magical symbols used to give an individual certain supernatural abilities. Runes can be either angelic or demonic.
Shadowhunter Runes are a complex symbolic language gifted to the Nephilim by Angel Raziel, which grants them powers beyond those of mundanes. Runes are engraved into Shadowhunters' skin using steles, and are their most common tool in their fight against demons. Shadowhunter Runes are full of angelic energy that can only be supported and absorbed by Shadowhunters, as they are half-angel themselves.
So, what do you get when these powerful runes are applied to humans?
Half dead zombie slaves.
@ What are Forsaken?
Forsaken are former humans who have gone haywire upon receiving powerful runes they are unable to handle. They cannot be returned to humans and have no knowledge of their previous life. They all have different structures.
Even Mundanes who choose to ascend have to go through extensive training and sometimes that also proves futile against the power supplied by the mark which either leads to the ascended mundane's death or turns them into Forsaken.
@ Appearance
Forsaken, naturally, look like deceased people. Their skin is grey and decaying, showing bone and flesh in places. Their pupil-less eyes glow with dim, white ghostlight. Their muscles are shrunken, making them scrawny. Their movements are slow but jagged. Necromantic magic keeps them somewhat preserved, but natural decay still proceeds, just slower than usual.
(So yeah Jace, Zombies do exist in the Shadow world)
@ Formation
On people who do not have Angelic Shadowhunter blood, a single Mark is likely only to cause a flare of pain where it has been engraved on the skin, but a too many Marks, especially powerful ones, will drive a mundane to agonizing pain and mindless, insane rage. Drinking from the Mortal Cup gives a mundane genetic Shadowhunter blood, which braces the body against the overwhelming intensity of angelic power that flows through the Marks, but an unprepared mortal will become a Forsaken and eventually die.
@ Characteristics
Forsaken are extremely loyal to the ones who have marked them. They mindlessly follow the commands given to them by their masters. They do not eat, sleep, talk, tend to their injuries unless they are instructed to and therefore, are prone to early death.
They are unable to build or construct anything, wield weapons, or implement tactics. Their unrelenting wrath and agony makes them useful only for committing violence.
Forsaken can understand simple speech but are unable to talk. They are awfully weak and have no self defence mechanism. Since, after getting marked, they are fragile and unintelligent, they cannot be made into soldiers and can easily neutralize threat. They are usually used as slave labour.

1. The term 'Forsaken' was coined for the first time in the first written version of the Covenant Law by the first Consul, Edward the Good, where they were labelled as 'illegitimate'.
2. Since the mid-1200s, the Silent Brothers have apparently begun searching for a cure for the Forsaken.
3. Valentine Morgenstern intended to use the Mortal Cup to make the Forsaken into an army of Shadowhunters, but during the attack at Renwick Ruins, Luke Graymark's wolf pack killed most of them, not leaving enough for an army.
4. Another one of Valentine's infamous experiments was to inject his Forsaken army with Seelie blood. He took his captive mundanes and marked them with the Circle rune. Before they could turn completely Forsaken, he had them injected with Seelie blood. This made the Forsaken stronger and gave it more brainpower than a typical Forsaken.
