So, here's a basic analysis of the ranking

If you run a base, that makes you an O-4, also known as a major. But if you're one of the leading generals at the main base, you're also an O-4. If you are THE leader of the main base, you are an O-6. There are no O-10s because we do not have an executive branch for the rebels.

Now, let's say you are a brand new recruit. You're an E-1, basically a common foot soldier. It doesn't matter if you do intelligence, you still have the same ranks of a common foot soldier.

Depending on your career, you will move up in the ranks as a rebel. Eventually, you will be given the opportunity to become an officer. A COMPLETELY DIFFERENT ROUTE THAN A FOOT SOLDIER. As officer, you manage a squadron at the very least and are more involved in politics. But, most likely, this doesn't occur for awhile.
