Turtles and Dudes in Green Jumpsuits. Oh, and Kabuto too.

(A/N) Next part of the Chunin exams.

Secilia walked upstairs, and right into a fight between a boy in a ridiculous green jumpsuit, and her cousin Sasuke. She sighed, leaning against the wall to wait the pair out, as they were blocking the path to the stairs.

After a while of fighting, a turtle interrupted the two boys. "Alright, that's enough, Lee!"

Green jumpsuit- Lee landed in front of the turtle, and Sakura caught Sasuke, who'd been flying through the air.

"Y-you were watching us the entire time?" Lee stammered.

"Of course!" The turtle almost sounded irritated. "You know that technique is forbidden!"

Secilia would've choked if she had something in her mouth. "Forbidden?" She whispered. She noted the shocked expression on Naruto's face and leaned down to whisper in his ear. "The turtle is a summon. Summons can sometimes talk. That one, apparently, can talk."

"And he's apologizing to the turtle..." Naruto whispered.

"Yep, the summon will tell its summoner, and based on the respect Lee is showing the turtle, I'd say that turtle is the summon of his sensei."

"You're a disgrace!" The turtle shouted as Naruto rushed over to tell Sakura and Sasuke. Lee looked shocked, then looked crestfallen. "You think you'll get away with a bunch of lame excuses like that? A shinobi never reveals his techniques unless absolutely necessary. It's such a basic rule, you should know it by now!"

"Forgive me, sir," Lee said, his head still bowed.

Secilia glanced at her cousin, noting the angry look on his face. She placed a hand on his shoulder, prompting him to glance at her. "Save it, remember it, and use it later."

"Are you prepared to take the punishment for your actions?" The turtle barked.

"I- yes sir," Lee said.

"Alright, then, please come out, Gai-sensei."

A puff of smoke appeared, then cleared, revealing a larger version of Lee, except with a chunin vest. "Heeey, what's shakin? How ya doin everybody? Life treatin you good?"

The three genin in front of Secilia looked rather shocked. "He's got the biggest eyebrows yet! They're almost alive!" Naruto shouted.

"Hi, Lee," Gai said, grinning widely.

"Too weird," Sakura muttered.

"So that's where Lee gets it from! Same soup bowl hair cut, and even bushier eyebrows!"

An irk mark appeared on Lee's head, and he spun around. Secilia sighed, grabbing Naruto and Sasuke by the back of their collars, and dragging them towards the entrance to the stairs.

"Hey! Do not insult Gai-sensei! He is one of the greatest men in the whole world!"

Secilia quickly adjusted her grip on Naruto to cover his mouth instead and continued dragging him towards the stairs, Sakura following behind, fretting over Secilia's harsh grip on Sasuke.

"And now for your punishment!" Gai shouted, rearing back and punching Lee across the jaw. Lee flew backward, landing in a quivering heap on the ground. Gai walked up to him, looking down at him. He went down on one knee as Lee began to lift himself up. "I'm sorry Lee, but it's for your own good." His voice was rather choked up, and Secilia decided now was the time to drag the two boys up the stairs, and into the 300 hallway.

The four stood there, facing Kakashi. Secilia sensed this was not for her, and edged past Kakashi, and into the room. She remained in the doorway until the three others came in, looking rather pleased with themselves.

"Wh-what's this?" Naruto stuttered, looking shocked.

"I guess we're not alone," Sakura agreed.

"Did you really think you would be?" Kia asked, smiling at the four of them. "Secilia, you're late, how come you're the late one this time?"

"All of the ninja villages send genin to compete in these exams," Secilia added. "And, I had to help my mom with something."

"Sasuke, where've you been?" A higher voice squealed, attacking Sasuke. She hugged him from behind, blushing slightly. "Boy, you have no idea how much I was hoping you'd show up here! I've missed those brooding good looks of yours."

Secilia sighed, moving out of the way, and smirking at her poor cousin. She spotted a familiar head of silver hair and moved in that direction, Kia and Ross falling into step right behind her.

"Kabuto, didn't expect to see you here," Secilia said, stopping in front of him. He was playing with a deck of cards, and selected a few, holding them up.

"Secilia Uchiha, didn't know your team was going to be taking the exams this year."

"Expect the unexpected. You knew I was a genin, you should've expected me to at least try and complete the exams." Secilia stood there for a moment longer, then crouched down in front of him. "What did you do to my arm. Why did you replace it with a clone, and who'd DNA did you use?"

Kabuto looked mystified for a moment, then his face cleared. "No one else's DNA was used."

"Why did you kidnap me from my team?"

"I do not believe this is a appropriate conversation to have in front of genin from several villages."

Secilia glared at him a moment longer, then was shocked when she felt a hand on her shoulder.

"What are you talking about Secilia?" Sasuke asked, narrowing his eyes.

Secilia shook her head. "It's nothing." She turned around, spotting the rest of those in Sasuke and Naruto's class. "Oh look, all twelve rookies came!"

"Oh, all twelve rookies came? I wouldn't go making a spectacle then." Kabuto stood up, his glasses glinting.

"We'll talk about this later, Kabuto," Secilia growled at him, standing up as well, and brushing her cousin's hand off.

"Made quite the impression, haven't you?" Kabuto said, smiling slightly. "Look around, those are the rain ninja, very touchy."

"We don't need you spouting off nonsense, Kabuto. Stay away from them, and don't rub them the wrong way, we got it," Secilia said, huffing slightly.

"Kabuto, is it?" Sakura asked.

"Yeah, that's it."

"How would you know that? Is this not your first time taking the exam?"

"No," he paused as if counting. "It's my 7th."

"They're held twice a year," Secilia snapped. "He's taken them four years in a row. Wondering what he has on those cards? It's information on everyone."

"Everyone?" Naruto asked, wondrously.

"Everyone," Secilia replied darkly, glaring at Kabuto.

"Tch, so hostile." He replied, barely looking at her while he pulled out his cards.

"How many of them do you have?" Naruto asked, blinking.

"More than two hundred of them. They may not look like much to the naked eye, in fact, they appear blank. Don't want just anyone seeing this stuff." He crouched down, placing a finger on one of the cards, and spinning it around.

"What are you doing?" Kia asked, tilting her head, and crouching down to get a better look at the card.

"You see, I'm using my chakra to reveal their secrets. Like this for example." An image appeared on the card of the elemental nations, and green bars overlaid on the colored sections.

"Awesome," Sakura said admiringly. "A map! Of what?"

"The elemental nations," Secilia snapped. "Based on the numbers and the village symbols, it's a map of the number of genin each village is sending to the exams."

"Aren't you a smart little bean," Kabuto said, smiling smugly. "Why do you think all the genin come here to take the exam together at the same time?"

"To foster friendship between the nations, duh," Secilia replied, irritated. "Keep everyone united and all that. Unfortunately, that's about it."

"There's another reason, isn't there," Sasuke said, glancing at Secilia.

"Yeah, it keeps the number of shinobi each nation has in check. This keeps a sort of, balance of power, if you will."

"Balance of power, big deal, it's all a drag," Shikamaru said, rolling his eyes.

Secilia sighed, wishing she could hit him.

Kabuto put his hand on the card, making the info disappear again. "If the balance isn't maintained, one nation might end up with many more shinobi then its neighboors, and might be tempted to attack them. So, they try to maintain the status quo. Makes sense, I suppose."

Sasuke stepped forward. "Do those cards of yours have any info on the other candidates? Individually?"

"Didn't you hear me in the beginning?" Secilia asked, exasperated. "He's got stuff on everyone. Let me guess, you're asking about Gaara? Or is it Lee?"

"Both," Sasuke answered.

"Man, that's no fun, you even know their names," Kabuto scoffed, pulling out two cards. "Here they are."

"Show them to me," Sasuke growled.
