11 - The First Step

"Minato Namikaze is alive."

Gasps immediately resounded throughout the meeting room as the council members and clan heads exchanged shocked expressions. The whispers quickly turned into frantic mutters of disbelief and doubt.

"Hokage-sama. Why would you keep such a matter from us? For seven years, nonetheless," One of the council members stood up as he spoke, a frown on his face.

"We should first confirm if that claim is even true. This is absolutely absurd! I would not believe this right off the bat," Another spoke. Hearing that, a few gave sounds of agreement, nodding along. "That's right. Do prove it, Hokage-sama!"

Hiruzen sighed, somewhat thankful that it wasn't as chaotic as he expected it to be...yet. He'll have to see their reactions when they see Minato in person. He glanced at the council members, scanning their faces before waving his hand as a signal.

This was when the door swung open. The room was immediately silenced, and all attention turned towards the open door of the meeting room. Right at the entrance stood Minato Namikaze in all his glory, blonde hair and blue eyes as striking as it had always been.

As Minato stood at the door, he was met with their shocked gazes. Their mouths left agape, none of them spoke a single word for a few moments, understandably. Minato kept his composure under their gaze, keeping his face clear of any sign of weakness.

"Lord Fourth...it really is you...!" The Inuzuka clan head was the first to snap out of her trance and react, standing up as she widened her eyes in shock at the sight before her. The rest promptly greeted the blonde man with shocked gazes as well, and the meeting room was full of chaos.

"Lord Fourth... you're alive? That's a relief..."

"Where have you been, Lord Fourth? We demand an explanation!"

"I do apologise, respected members of the council and clan heads," The room quietened down as Minato spoke. It was somewhat shocking to Minato how much authority the Fourth Hokage held to be able to quieten down all these people of power with just a single sentence. "But I am not the Fourth Hokage as you think I am."

"You are making no sense, Lord Fourth. You are standing right before us! How could that be?" Koharu spoke in disbelief, to which many nodded in agreement. "Do give us an explanation!"

"Minato-san here is not of our world," Hiruzen spoke. There was now confused chatter as they tried to figure out the meaning of Hiruzen's words. "Minato-san, perhaps you would like to explain?"

"Of course," Minato bowed slightly before he began to speak. "As Hokage-sama has said, I am not the Minato Namikaze you know. I am Minato Namikaze, but I do not belong to this world. I have been transported here in an accident with a ritual unintentionally. I originally belong to a country called Japan, and I come from the Akita district."

There was no clear reply to his words as everyone began their own private discussions of doubt before Danzo finally spoke up. "How do we know that's true? You may not be the Fourth Hokage, but you may not be who you claim to be either."

"I will be able to testify that," Inoichi spoke up from the corner of the room, drawing attention. The head of Konoha Hospital stood next to him with documents in hand. "When Minato-san first found himself landed in our world, We ran several tests on him. First a DNA test, which proved that his genes match Lord Fourth's completely. However, there is a difference in their chakra capacity and chakra pathway structure, and he is older than Lord Fourth was. Other than that, they are the complete same. I have also personally verified if he is speaking the truth about himself, and looked through his memories. Minato Namikaze does not intend to harm the village, and he is not of our world. That is the final conclusion."

There were whispers throughout the room as they stared at Minato in disbelief. He could briefly pick up the words they said, noting their discussion topics to revolve around his status as a Hokage, his abilities as a shinobi and his trustworthiness. Still, Minato was no Hokage. He was an ordinary Japanese citizen with a little more than average experience with the supernatural- He has never had experience talking to noteworthy political figures, let alone being one himself. Standing there being their centre of attention was more than a little nerve-wracking to him.

"So...what will happen to Lord Fourth, then? Will he resume his status as Hokage..?" A council member questioned, looking over to Hiruzen. All attention turned towards him, anxiously anticipating his answer.

"No. As Minato has said, he is not our Fourth Hokage, and he is foreign to the shinobi world. His identity will be kept a secret. However," Hiruzen spoke. "It is a possibility that Minato will be tasked with dealing with the village jinchuuriki, Naruto Uzumaki."

Jinchuuriki? Minato was confused as to what that was, but continued listening anyway. The council members and clan heads seemed to be heavily against that idea, for a reason Minato wasn't quite sure about. "Lord Hokage! That is unacceptable, how can we task him to something like that when you yourself have said that he is foreign to our world?"

"Minato is very skilled at the arts of seals." Minato wanted to beam a little at the compliment. "He by far has the highest level of fuuinjutsu, from what I've seen. Greater than I, greater than toad sage Jiraiya, and greater than the Fourth Hokage himself. Possibly even the late Uzumaki clan."

There were gasps of disbelief yet again, and doubtful gazes shot towards Minato. Minato himself wasn't quite sure about the claims, but if Hiruzen says so, it should be true. Right? To be fair, he hadn't met another seal master in his life other than his family until he landed in this world. Perhaps he really was on a rare level of seal making.

"He has been supervised by ANBU every second of the day, and that will not stop. Therefore, matters regarding Naruto Uzumaki will be entrusted to Minato Namikaze under my supervision."

Did that mean he'd get to adopt Naruto? Minato couldn't help but let his eyes gleam in delight. That was the happiest news he had received so far! And honestly, it was the only thing he could think of wanting in a wide, foreign world like this. To be able to take care of another Minato's son that looked the exact same as his own was the greatest honour of his life in this world.

"Once again, I ask that Minato be respected as a civilian of Konoha, and protected by Konoha shinobi as a civilian of Konoha. While he is not the Fourth Hokage, he is our comrade. Stand by him," Hiruzen spoke. As everyone in the room turned to look at him, Minato felt slightly overwhelmed, but in each of their eyes held a different emotion. Respect. Wariness. Curiosity. Approval. Coming back to his senses, he kept his composure as he bowed.

"I look forward to being in your care."

Hiruzen smiled at the blonde man who raised his head again, staring at the council members and clanhead with an unwavering gaze. Even from different worlds, this man really doesn't change. He still has that aura about him. "Well, then. That concludes our meeting today. With any questions regarding this matter, you may approach me directly."

The council members and clanheads lowered their heads as Hiruzen passed by in respect, watching as he stepped out of the room. As they lifted their heads, they were met with one last glance from Minato before he too disappeared from sight.

The room was left in silence, the shock from the previous revelation fresh in their minds.
