Jessica Jones declined attending here, even for a year, along with Jessica Drew, who preferred to stay at S.H.I.E.L.D.

Thalia Grace accepted our invitation, but a few members of her hunter group declined us, including some chick named Phoebe. But, a few of them did join, including Thalia.

Rachel Dare declined coming as well. She preferred to stay in the mortal world and study there.

Camp Jupiter declined the first year, but end up coming the second

So yes, there are a few students who have declined to come here. Amadeus Cho, seventh smartest man in our world, also declined to come here.

The other aqua boy, Garth or maybe Tula or whatever her name was, they declined too.
