If you've done at least three heroic things in your life and you are not part of the major classes, you will receive a letter. If you are apart of the major classes, then you also receive a letter.

If you get yourself on S.H.I.E.L.Ds radar, that is also a sure way to get a letter.

Now, for the Reformatory, it's a little more difficult. See, Hydra has agents everywhere.

Making sure Hero High explains the process correctly. You see, not only does Hydra send recruitment letters to the "misguided" but we also send them to what some call "anti-heroes". Try and makes them Villains.

In the case of Nico Di'Angelo, due to his powers and unwanted attention, he ended up heading to the Reformatory instead.

I heard that the Professor tried to help him but he didn't want the help. And Director Fury said he was too dangerous due to his lack of social skills and isolation.

Yeah, there's that too.

Nico did get letters from both schools.

So why didn't he come to this school with his sister and cousins?

I may or may not have sent someone to talk with him. And besides, it's not like you care Nightcrawler. Your school has more race issues than Hogwarts did.
