From 2.01 "City of Heroes", in the conference room, Oliver stood in front of the board.
Oliver: (voice over) "My name is Oliver Queen."
From 2.01 "City of Heroes", in the cemetery, Jill was sitting at Tommy's grave in guilt.
Jill: (voice over) "I'm Jill Wright."
From 1.06 "Legacies", in flashback to the cave on Lian Yu, Oliver was aiding Jill after they saved her from the soldiers.
Oliver lifted the back of her shirt to reveal carved tally marks in her back that were bleeding and scarred. They were all over her back, the tally marks small to include all of the number of the days. There were a few in her shoulders, as the skin of her back couldn't hold it all.
Jill: (voice over) "After five years on a hellish island..."
From 1.23 "Sacrifice", in flashback to the soldier camp, Jill jumped down from the missile launcher, taking cover.
The missile hit the ground at the soldier camp, setting it ablaze.
Jill sat back tiredly on the ground, watching the flames.
From 1.06 "Legacies", in the hideout, Oliver and Jill were training at the hideout with two metal short staffs. Oliver and shirtless. Jill was in workout clothes, including a sports bra. Oliver swung both of his up over their heads, trying to come down on her. Jill raised both of hers in an X shape to block both of his.
Jill: (voice over) "We have come to Starling City with only one goal."
From 1.08 "Vendetta", in the hideout, Jill was getting suited up.
Oliver was watching from nearby, getting suited up.
John and Justin walked closer.
Jill: (voice over) "To save the city."
From 1.21 "The Undertaking", in the casino, Oliver/Arrow fired an arrow into a man's shoulder, making him fall.
Oliver: (voice over) "But to do so..."
From 1.16 "Dead to Rights", on the helipad, Oliver/Arrow and Guillermo Barrera were fighting. Oliver stabbed him with an arrow, killing him.
Oliver: (voice over) "I can't be the killer I once was."
From 1.19 "Unfinished Business", in the lab at the asylum, Oliver/Arrow stabbed the orderly in the chest with an arrow, killing him.
From 1.23 "Sacrifice", in Merlyn Global Group, Tommy and Oliver/Arrow helped Jill/Sapphire inside to get them to the ground outside.
The building was falling apart around them.
Tommy saw rubble falling toward them, pushing them out of the way.
The debris fell onto Tommy, making him fall, pinning him down.
Jill started to pull the debris away.
A pipe had been stabbed into Tommy's chest.
Oliver and Jill were horrified.
Oliver: (voice over) "To honor my friend's memory, I must be someone else."
From 2.01 "City of Heroes", in the cemetery, Oliver and Jill stood at Tommy's grave.
From 2.01 "City of Heroes", in the foundry, Oliver and Jill walked in to join John, Justin and Felicity.
Jill: (voice over) "I must be..."
Jill looked at the knife in her hand. She morphed into Sapphire.
Jill: (voice over) "Something else."
Oliver looked at the arrow in his hand. He morphed into Arrow.

From 2.20 "Seeing Red", in Verdant, Skylar and Jill/Sapphire each stabbed Roy with three arrows of Tibetan pit viper venom, making him fall unconscious
Justin: (voice over) "Previously on Sapphire Arrow."
From 2.20 "Seeing Red", in the foundry, Sara, Amy and Jill (suited up without their masks on), were standing around the table with Justin, John and Felicity, the table where Roy was lying unconscious.
"Ah, Tibetan pit viper venom," Sara told them. "A constant dose of that can't be good for you. Right?"
"It'll keep him sedated like it did Slade," Jill told them.
From 2.19 "The Face Beneath the Mask", in the warehouse, Slade walked toward where Isabel was laying, also having been injected with the Mirakuru with blood trailing from her eyes, putting a hand over her forehead.
Isabel opened her eyes.
John: (voice over from 2.20 Seeing Red) "No mention on Isabel Rochev's near-death by freeze powers?"
From 2.20 "Seeing Red", in the foundry, Justin, John and Felicity were talking.
"Not a thing," Felicity answered.
From 2.20 "Seeing Red", in the woods, Slade had the Queens wounded enough to where they couldn't fight back, facing each other. Oliver was facing Moira, Skylar and Thea, just like what had happened when Ivo had made him choose between Shado, Jill and supposedly Sara five years ago on the island.
Slade aimed the gun at Moira, looking at Oliver. "Choose."
"Don't," Oliver told him.
Slade aimed the gun at Skylar. "Choose."
"Please," Oliver told him.
Slade aimed the gun at Thea. "Choose."
"I swear to God, I am going to kill you!" Skylar told him furiously.
Moira was crying, slowly rising to her feet.
"Mom..." Oliver trailed off. "Mom, what are you doing?"
Moira turned to face Slade. "All my children will live."
"Mom!" Thea told her desperately. "What are you doing?"
Slade drew his sword from his jacket, turning to face Moira, driving it through her chest.
Skylar and Thea both screamed in horror, anger and devastation, crying desperately. "No!"
Slade pulled the sword out of Moira's heart, letting her fall dead to the ground. "There is still one person who has to die... before this can end."
Skylar laid there on the ground, devastated and broken, sobbing, screaming in rage and despair.
Skylar, Thea and Oliver continued to lay on the ground with their dead mother, completely and utterly broken down in devastation.

Day One
Morning - Starling City Cemetery
(Song:) Somewhere Else - Indians
There was a funeral for Moira. Everyone aside from Oliver, Roy and Amy attended.
Sebastian: (voice over) "I do solemnly swear..."

City Hall - Mayor's Office
Sebastian was in the middle of being sworn in as mayor in front of a crowd on live TV. "That I will support, defend, and abide by the Starling City charter."

Cemetery
John, Felicity, Justin, Skylar, Thea and Jill were sitting together. Walter, Lance, Jessica, Laurel and Sara were sitting behind them.
Jill looked at the empty seats next to her with two pink roses on the seats sadly, grieving Moira's death.

City Hall - Mayor's Office
Sebastian continued his speech in front of the crowd on live TV. "And that I will faithfully discharge the duties of the office of mayor of Starling City."

Cemetery
Walter looked at the friends and family of Moira Queen sadly, standing, walking toward her casket to lay a pink rose on his ex-wife's coffin.
Sebastian: (voice over) "That I will tirelessly pursue justice on behalf of all of Starling's citizens..."
Lance, Jessica, Laurel and Sara stood to place their pink roses on Moira's coffin as well, soon followed by John, Felicity, Justin, Skylar, Thea and Jill.
Skylar and Thea were in shock and devastated but completely angry at the same time.
Sebastian: (voice over) "Impartially, to the best of my abilities."

City Hall - Mayor's Office
Sebastian continued his speech in front of the crowd on live TV. "So help me God."
There was applause.

Queen Mansion - Living Room
Everyone was in the Queen mansion during the wake.
Skylar and Thea were pacing desperately, sadly.
Jill walked closer. "Thea. Skylar. Hi." She put a hand on their arms. "I'm here for you."
Thea nodded. "I know."
They embraced sadly, all with tears in their eyes from devastation of losing Moira.
Sebastian walked closer. "Miss Queens." Jill, Skylar and Thea pulled away. "I wanted to offer my sincere condolences on your loss. Your mother was a good woman. She would have made a wonderful mayor."
Thea nodded. "Thank you."
Jill and Skylar looked at Sebastian expressionlessly.
"I'd love to speak with Oliver," Sebastian told them.
"Well, if you see him, tell him he missed his own mother's funeral," Thea told him, walking away, leaving.
Skylar looked at Sebastian. "No one's seen Oliver for a few days."
"We all deal with grief in different ways," Sebastian told them. "And the loss of a parent is..." He cleared his throat. "Well, it changes you. When you realize that your ancestors now look to you, that your family's legacy, their continuing works, are solely in your hands. But then again, you know exactly how it feels." Jill looked down. "If you see Oliver, please tell him that I came by."
"Of course," Jill told him.
Sebastian walked away, leaving.
Jill and Skylar watched him go without expression.
Justin, John and Felicity walked toward them
Felicity was crying.
Justin handed Skylar and Felicity tissues. "Hey."
"Thank you," Skylar told him.
Felicity sighed. "Where is Oliver? How could he not be here?"
John sighed. "I don't know."
Isabel walked closer, looking at Jill and Skylar. "If Oliver's smart, he ran back to your island to hide." Jill and Skylar glared at her. "But maybe he'll attend your funerals."
Isabel looked at Skylar, smirking.
Skylar took a step closer as if to do something.
Justin held Skylar back gently, pulling her away. "Hey, hey. Not here. Not now."
Justin took Skylar by the hand to lead her out of the room before something could happen.

Parlor
Justin led Skylar into the room to get her away from everyone to have a quiet moment to think and calm down.
"She shouldn't be here," Skylar told him angrily.
"I know," Justin told her sympathetically. "She's just here to try to get a reaction out of you. This very reaction, to try to get you to lose control like Slade wants."
"It's working," Skylar told him.
"You can't let it," Justin told her. "You're stronger than they are, Skylar. Don't let them have this kind of influence over you." Skylar took several deep breaths to calm down. Thea walked in. "Hey, Thea. How are you holding up?"
"I'm not," Thea answered.
"Your mother gave her life for you," Justin told them. "She showed you how much she loved you in ways very few parents ever could."
"I know," Thea told them. "She died thinking I hated her. All these lies... But all we ever needed was the truth. It was a lie that killed her. Slade Wilson. He was on that island with Oliver and Jill. And despises them for some reason. There was a psychopath in our lives and they never warned us about him."
"Thea, your brother loves both of you more than life itself," Justin told her.
They looked at family photos of the Queens.

Flashback - Five Years Ago
Day - Lian Yu - Submarine
Jill, Oliver, Sara, Anatoly, Thomas and the other man arrived to the submarine.
"This sub is over 60 years old," Anatoly told them.
"It was carrying the Mirakuru during the war when it ran aground," Sara told them.
They walked along.
The other man looked at the bloodstain on the wall from where Slade had been injected. "Blood."
"Slade's," Oliver told them. "He was bleeding out, dying. Until we decided to give him the Mirakuru."
"Not one of your better ideas," Anatoly told them.
"What about my idea for you to fix this sub?" Jill asked. "You were in the Navy."
"The Russian Navy," Anatoly told them. "They taught us how to sink Japanese sub, not pilot them."
"Anatoly, please," Jill told him. "I know it's a long shot, but if we get this sub operational, we can blow Slade and the Mirakuru out of the water and get the hell off of this island. I mean, unless you have a better idea, this is our only chance of getting home."
"Okay," Anatoly told them. "I try."

Now
Day - Queen Mansion - Outside
Skylar was walking away from the mansion.
Justin caught up to her. "Skylar, where are you going?"
"It's not a good idea for you to be around me right now, Justin," Skylar told him. "You were right before. Slade wanted me to lose control. And I think he's about to get his wish."
Skylar continued to walk away.
Justin walked in front of her, stopping to make her stop. "And is that where you're going now? To try and take him down? You can not go after him alone. He might be close to making you lose control, but he is the king of losing control. He will kill you."
"Not if I don't hold back like I've been doing ever since he did this to me," Skylar told him. "The only way to stop him is to become him."
"And if you do that, you may never come back," Justin told her. "Just think this through, please."
Skylar was completely frustrated, turning away. "I'm tired of thinking, Justin! I'm tired of letting him win."
"We will stop him, without losing you in the process," Justin told her.
Skylar turned to face him. "How?"
"Aurora's close to finishing the cure," Justin told her.
"Which we don't know if it's going to work," Skylar told him.
"I trust Aurora, and I believe in her," Justin told her. "I just need you to trust and believe in me a little while longer."
Skylar was heartbroken but angry. "I do trust you, Justin. I do believe in you. I just... I don't know if I can..."
"I know," Justin told her. "Just stick with us, okay? At least until we find Oliver and bring him home so we can figure out what to do next. I'm not losing you, too."
Skylar looked at him painfully, sighing, giving in, nodding.

Starling City Police Department
Lance and Jessica were talking in the precinct. Jessica was in her uniform.
"No one has seen Slade Wilson since the night of the attack," Lance told her. "I mean, he hasn't made any further threats on the Queen family, but we got to find this son of a--"
Laurel walked toward them.
"Hey," Jessica told her.
"Missed you at the reception," Laurel told them.
Jessica sighed. "Yeah. We had to get back here, see what was happening with the case."
"Any leads?" Laurel asked.
"No," Lance answered. "Wilson's a ghost. Something else on your mind?"
"It's Sebastian Blood," Laurel answered. "There's something that doesn't seem right."
Lance sighed. "Laurel..."
"Dad, I know what you're thinking," Laurel told him. "When I accused him of killing his father, I was upset. But just because I had a problem doesn't mean I was wrong about Sebastian."
"Please, don't go down this road again, okay?" Lance asked.
"What's bringing this on?" Jessica asked.
"I saw him at the reception," Laurel answered. "And it struck me that the only reason that he's mayor now is because Moira was killed."
"Yeah, by Slade Wilson," Jessica told her.
"What if there's a connection?" Laurel asked. "Dad, you once told us, a cop is only as good as their gut. Well, I'm the daughter and the sister of two cops, and I know in my gut Sebastian is not the man that you think he is."
Jessica sighed. "Dad, she's not the only one that has a bad feeling about this guy."
Lance sighed, rolling his eyes. "Not you, too. Jess, last time..."
"I was a drunk," Laurel finished. "And you were right not to trust me." She looked at her sister. "But, Jessica... you still gave me the benefit of the doubt and helped me get to the bottom of the previous case."
Jessica considered for a moment, sighing. "And I have the same feeling now that I did then, so I'm willing to do it again. I trust you, Laurel. And I'll do whatever I can to help."
Laurel nodded.

City Hall - Mayor's Office
Sebastian was filling out paperwork in front of a crowd. "This legislation is the first step toward making Starling City the jewel that it once was. The jewel that it can be again."
A woman walked closer. "A phone call for you, Mayor Blood."
"I'm still getting used to people calling me that, Alyssa," Sebastian told her. "Please take a message."
"The caller insisted," Alyssa told him. "He said he's your father."
"That's impossible," Sebastian told her. "Never mind. I'll take it." Alyssa walked away with the other crowd members. Sebastian answered the phone. "Hello?"
Slade's voice was on the other line. "Hello, Sebastian. I'm sorry to bother you. I just wanted to check in and see how your first day is going."
"Very well, thank you," Sebastian told him. "But I'm a little busy right now, so if you'll allow me to call you back, I'll do that as soon as I can."
"No need," Slade told him. "I'm sure you have quite a lot of business to attend to. You are the mayor now, after all. So get to work."
Sebastian hung up, sighing.

Verdant - Foundry
Sara, John, Felicity, Justin, Skylar and Jill were standing around Roy's unconscious body, wearing normal clothes instead of funeral clothes.
Sara was injecting Roy with more of the Tibetan pit viper venom. "We're almost out of snake venom."
"Seeing Roy like this reminds me of Barry and Vera," Felicity told them. "And Barry and Vera reminds me of STAR Labs. STAR Labs reminds me of the Mirakuru cure that Aurora's working on, which we could really use... right now."
"Yeah, especially since Isabel Rochev was clearly injected with the stuff," Jill told them.
"How do you know?" Justin asked.
"'Cause there's no other way she could be walking around after Aurora froze her off," Jill answered. "Aurora wouldn't have killed Isabel, but she would have at least paralyzed her."
Skylar sighed. "I've left about a dozen messages for Oliver about Isabel being back. No response."
John looked at Felicity. "You have any luck finding him?"
"Tons, all of it bad," Felicity answered. She walked toward the computers. "There's been no activity on his passport, cellphone, or bank accounts. What's left of them, anyhow. And facial recognition hasn't spotted him in any airport, bus, or train station."
"Right," Justin told them. "What about Amy?"
"Nothing either," Felicity answered. Jill sighed. "Jill, people don't just go missing like this, unless..."
"Don't go there, Felicity," Jill told her.
"What if she is?" Sara asked. "What if Oliver is? Maybe the reason we can't find them is--"
Jill shook her head. "They're alive, Sara. Amy said that she had to go somewhere, and that she'll be back. And if Oliver was dead, Isabel Rochev wouldn't be so shy about rubbing it in our faces. Believe me, they're both alive."
"Well, I hope you have some way on how to find them, because I am running out of places to look and people to ask," Felicity told her.
Jill was thinking, coming to a realization. "I know who to ask."
Jill walked away.

ARGUS Facility - Office
Justin, Skylar, Jill, John and Felicity came to ask Amanda Waller, Kira and Karma Mahageni at ARGUS a favor.
John looked at Amanda and the twins. "Thanks for agreeing to see us."
"Hello, Justin, John, Felicity, Jill," Kira told them.
"It's Skylar, right?" Karma asked.
Skylar nodded. "Yeah."
"Welcome to the team," Karma told her.
"You're the twins, right?" Skylar asked. "Kira and Karma Mahageni."
"You can call us the Snakes," Kira told her. "I'm Viper. She's Cobra."
Skylar nodded. "I've been meeting a lot of vigilantes and heroes lately."
Karma smirked.
Amanda looked at John. "Mr. Diggle. I thought I made it clear after our last meeting. As far as ARGUS is concerned, you're out of favors."
"But I'm not," Jill told them. "And I'm not asking for myself. I'm asking for everyone in Starling City. I need you to find Oliver Queen and Amy Wright."
Kira and Karma looked curious.
➣ Sapphire Arrow ➣
ARGUS Facility - Office
The ARGUS team was searching online for any idea to where Amy and Oliver were.
Justin, Skylar, John and Jill were watching.
Felicity walked closer. "Guys. That computer's running an XK-15 processor."
"Felicity..." Justin trailed off.
"But that's not even supposed to exist yet," Felicity told them. "I want one."
Kira and Karma stood nearby.
Amanda was on the phone. "Let me know what you find." She hung up, walking closer. "I don't have time to keep track of your friends, Miss Wright. We deal with more pressing issues here."
"You don't understand," Jill told her. "My sister and Oliver's disappeared."
"Is possible that you simply haven't been looking in the right place?" Kira asked. "Did you try facial recognition?"
"Yes," Felicity answered. "I ran it three times."
"Amanda, Kira, Karma, please," John told them. "Slade Wilson has an army of men just like him."
"How many men have been exposed to the Mirakuru?" Karma asked.
"Enough to lay waste to this city," Skylar answered. "We need to find them right now."
Karma nodded. "We'll see what we can do."

Verdant
Sin and Thea were talking.
"Have you heard from Sara or Amy?" Sin asked.
"No," Thea answered. "Can you just call Mandy and see if she'll cover the bar?"
"Okay," Sin told her, walking away.
Isabel walked in, walking toward Thea, offering her hand. "Isabel Rochev."
"I know who you are," Thea told her. "What can I do for you, Ms. Rochev?"
"I'm sorry for your loss, Thea," Isabel told her.
"Is that why you came here?" Thea asked, turning away. "Offer me your condolences?"
Isabel took out a file, looking through it. "My condolences, and to give you this." She took out a piece of paper, handing it to Thea. "It's a notice to vacate the premises. This club and the steel factory in which its located are all assets of Queen Consolidated."
Thea looked over the notice, shaking her head in denial. "No, you--you can't do this."
"It's already done," Isabel told her.
Thea sighed, putting the notice down. "How long do I have?"
"A couple days," Isabel answered, walking out, leaving.
Thea looked around, sighing.

City Hall - Mayor's Office
Sebastian was sitting at his desk.
Alyssa walked closer. "Councilman Tyson is asking about dinner."
"I already have plans tonight," Sebastian told her.
Laurel walked in. "Hi. Excuse me, I didn't mean to barge in. It's just that nobody was at your front desk, so..."
"Laurel, of course, please come in," Sebastian told her. He looked at Alyssa. "Give us a moment." Alyssa walked out, leaving. Sebastian looked at Laurel. "Twice in two days. To what do I owe the pleasure?"
"I wish I could say that this was pleasure, but it's about a case," Laurel told him, showing Sebastian a file.
Sebastian smirked in amusement. "I've barely moved in, and people are already asking me for favors. I guess I really have arrived."
"You certainly have," Laurel told him.
Sebastian chuckled, gesturing for her to take a seat. "So, tell me, how can I help you?"
Laurel walked closer. "Murphy vs. Dunleavy." She handed the file to Sebastian. "The state's charged a real estate developer for turning away low-income tenants based on his so-called 'morality'."
"Have a seat," Sebastian told her. "Let me guess." They sat down. "Our dear fair housing commissioner isn't willing to testify as your expert witness."
Laurel nodded. "Exactly. And your predecessor wasn't willing to lean on him."
"Well, lucky for you, I'm not my predecessor," Sebastian told her. "You know, this actually reminds me of one I had during my days of community organizer."
"I was hoping that it would," Laurel told him. "I've seen dozens of cases like this at CNRI."
"Well, it's a good thing we both remember where we came from," Sebastian told her. "I'm happy to help."
"Thank you," Laurel told him, standing, turning away.
"Laurel..." Sebastian trailed off. Laurel turned back. "I'm really glad you got your job back at the DA's office. I look forward to us working together for a long time."
"As do I," Laurel told him, turning away, losing the polite smile as soon as her back was to him, walking out, leaving.
Sebastian watched her go, sighing.
There was a device underneath Sebastian's desk that Laurel had slipped there when she had sat down without him noticing.

Starling City Police Department
Laurel, Jessica, Lance and Sara were working through the device that was at Sebastian's desk from the computer.
"Is it working?" Sara asked.
"We're about to remote access the computer right now," Jessica told them.
Sara looked at Laurel and Jessica. "I'll tell you this. If you ever get tired of practicing law, you'd both make pretty decent spies."
"Tell me you have a warrant for this," Lance told them. Jessica didn't answer, continuing to type. Lance sighed. "Terrific."
"I need to know if there's anything incriminating in Blood's files," Laurel told them.
"What the hell?" Jessica asked. "This all looks pretty benign. Lots of policy papers, old documents transferred from his campaign office. Draft press releases..."
"Wait, wait, wait," Sara told her. "Click back."
Jessica went back to the previous document, reading aloud. "'For immediate release, my thoughts and prayers are with the Queen family in the aftermath of this unspeakable tragedy.'"
"So he worked up a press release after Moira was killed," Lance told them.
"No, he didn't," Jessica told them. "He wrote that the day before Moira died."
"She's right," Laurel told them. "Look at the time stamp."
Lance looked at the time stamp. "Oh, my God."
"Sebastian knew Slade was going to kill her," Sara told them.
They looked at each other in shock and horror.

ARGUS Facility - Office
Felicity was talking to a female at her desk. "Is that the satellite frequency communication TX50? Can I touch it? I know that sounds a little weird and creepy, but I've never seen one in real life."
Felicity touched the computer.
Amanda walked closer. "It's classified equipment, Miss Smoak."
"You must feel very powerful, knowing everything about everyone," Felicity told her. "Not powerful in an evil dictator Stalin way. More of a... knowledge is power, way."
Kira walked closer. "Jill. We have something."
Jill took the tablet, sighing. "I should have known."
"What?" John asked.
"Oliver's at the lair from which he conducted his operations," Jill told them.
"But we were just there," Justin told her.
"Not that lair," Jill told them. "His other one."
Jill handed them the tablet.

Flashback
Day - Lian Yu - Submarine
The the group was still in the submarine.
Oliver looked around.
Anatoly was trying to fix the sub. "Like riding bicycle. Underwater."
Anatoly walked toward the controls, flipping switches to get the sub to start.
They heard a rattling noise.
"What's that sound?" Sara asked.
"We're stuck," Anatoly told them. He tried to steer. "Like Japanese were."
"Submarines have torpedoes, right?" Oliver asked. "Can we blast our way out?"
Anatoly looked between Oliver and Jill. "I can see why you two are made for each other. You like your explosions." He brought over a layout of the sub and torpedoes. "Chert voz'mi."
"What?" Jill asked.
"These are Kaiten torpedoes," Anatoly told them. "Manually operated. Someone needs to steer from inside."
"Okay, but then, how do they get away from the explosion?" Jill asked.
"They do not," Anatoly answered.
They exchanged a look.

Now
Day - Warehouse
Oliver was in an abandoned warehouse.
Justin, Skylar, John, Felicity and Jill walked in.
"Oliver," Skylar told him.
"How did you find me?" Oliver asked.
"ARGUS," John answered.
"We were worried about you," Felicity told him.
"After you missed your mother's funeral," John told him.
"I'm sorry that I didn't go," Oliver told them. "I left for the cemetery. But I ended up here."
"Here was..." John trailed off.
"Here was a secondary facility in case the foundry was compromised," Oliver answered. "But it became somewhere that I could just go and... be alone. She's dead because of me." He stood, turning to face them. "Five years ago... I could have cured Slade. And that would have prevented all of this. And now, all the people left that I care about, we are all in his crosshairs. It ends tonight."
Skylar walked closer. "How?"
Oliver picked up his jacket. "I turn myself over to Slade. I end this vendetta."
"Oliver, you think this ends with you turning yourself over to Slade?" John asked.
Oliver sighed, looking at Skylar. "After she was gone... he told us that one more person had to die. And then it would end." He looked at Jill. "He meant you. This ends for Slade when he kills you. I refuse to let him."
"So you choose to hand yourself over instead?" Justin asked. "That it's either you or Jill? No. I don't accept that. You shouldn't, either. You can't just accept things, Oliver."
"If my family had accepted their life, then they would never have had left the League of Assassins, and they never would have raised me, my brother and sister to have normal lives, and I never would have met you," Jill told him. "I never would have become Sapphire. I would have become a killer. Please don't do this."
"Jill... someone once told me that the essence of heroism is to die so others can live," Oliver told her.
Jill scoffed. "You're going to quote Ivo now?"
"He was right," Oliver told her.
Felicity shook her head. "It's not that simple, Oliver."
"Yes, it is," Oliver told them. "Slade's whole plan was to take everything from us before he killed us. He did. He wins."
Oliver walked past them.
Skylar turned to face Oliver, getting angry, grabbing him by the arm to stop him, a little too tightly. "No, there has to be another way."
"There isn't, Skylar," Oliver told her sadly. "Let go. Please."
Skylar realized that she was hurting him, letting go, backing away, shaking her head.
Oliver sighed, walking toward the door.

Queen Mansion - Living Room
Walter and Thea were talking, where everything was getting packed up to move.
"Thea, please," Walter told her. "I understand you're upset. This is an emotional time for all of us."
"I'm not being emotional," Thea told him. "I'm... I'm an orphan. I'm--I'm a jobless and homeless orphan. There's nothing left for me here."
"I'm here," Walter told her.
"I thank you for that, but..." Thea trailed off, shaking her head, sighing. "Honestly, I need to start over."
Oliver and Skylar slowly walked in.
Walter looked at them in surprise. "Oliver. Skylar." Thea looked away, sighing. "We missed you at the funeral, Oliver."
"And the reception," Thea told him.
"I'm sorry that I couldn't be there," Oliver told them. "What's going on here?"
"Thea's thinking of leaving Starling City," Walter answered.
"No, I am leaving," Thea told them.
"Walter, could I speak to my sisters for a moment?" Oliver asked.
"I'm sure you'll have better luck," Walter told them, walking out, leaving.
Thea turned to face Oliver and Skylar, sighing. "Ollie, Sky, please. Just don't even try to convince me to stay."
"I won't," Skylar told her. "I think it's a good idea. You should get as far from Starling City as you possibly can."
"In our family, out of you, me, Mom and Dad, you two are the best of us," Oliver told them. "You have the purest hearts." He looked at Skylar. "You are losing the purity of your heart because of what Slade Wilson did to you." He looked at Thea. "I can't ever have you lose that, too. Okay? You promise me?"
Thea nodded. "Okay."
Thea, Skylar and Oliver embraced for a long moment, pulling away.
"I know that I haven't always been the best brother, or friend, or whatever you've needed me to be," Oliver told them. "But there has not been a day since you were born where I didn't cherish having you as my sisters."
Thea nodded. "I'll, um... get in touch when I get settled somewhere."
Skylar and Oliver nodded.
Oliver and Thea walked out of the room, leaving Skylar looking emotionless and broken.

Foyer
Oliver pulled out his phone, calling Isabel. "It's Oliver. This ends now. I'll be at the pier; I'll be alone."
Oliver hung up, sighing.

Flashback
Day - Lian Yu - Submarine
The group was still on the submarine, talking about manually launching the torpedoes.
"I'll do it," the other man told them.
"Peter, you'll die," Thomas told him.
"I'm already dead," Peter told them, pulling up his shirt to show them his burned, blackening skin over his side. "Radiation poisoning. Ivo's little gift. He said he needed to find out if the Mirakuru could cure cancer." He lowered his shirt, scoffing. "Guess we'll never find out."
"Oh, I'm sorry, Peter," Sara told him. "I didn't know."
"Ivo said the essence of heroism is to die so that others can live," Peter told them. "I held on to that. It's the only thing that gave me hope. So I'll go. I mean, I may not be saving millions of lives, but I'll be saving yours."

Now
Day - Pier
Oliver was on the pier. He heard footsteps, thinking that it was Slade, but didn't bother to turn around. "This is where it all started. Got on the 'Queen's Gambit' right over there. I should have died on that boat. If I had, none of this would have happened. I never would have met you. Shado and my mother would still be alive. Skylar would still be the pure hearted sister. No one else is going to die because of me."
Tranq darts were shot into Oliver's neck, making him fall unconscious.

Verdant - Foundry
Oliver woke up to see Skylar, Justin, Sara, Felicity, John and Jill. "What the hell?"
Laurel walked in.
Oliver was shocked that she knew the truth.

Laurel walked closer, looking at Oliver and Jill. "Slade Wilson. He told me who you two really were."
Oliver stood. "Did he hurt you?"
"No," Laurel answered. "He was trying to hurt you. And when you went missing, I reached out, to Sara."
"John, Felicity, Justin, Skylar and Jill told us what you were planning on doing," Sara told him.
"It's what I have to do," Oliver told them.
Jill looked at the others. "Will you give us a moment?"
Sara, Laurel, John, Justin, Skylar, and Felicity nodded, walking out, leaving.
Oliver sighed. "Jill..."
"What are you thinking?" Jill asked.
"I'm thinking that I couldn't save Tommy," Oliver told her. "And I couldn't save my mother. I couldn't save Shado. But I can save you. And Skylar and Thea. I can save the city if this ends tonight."
Jill shook her head, walking closer. "No. No!" She wrapped her arms around him. "It's like committing suicide, Ollie." She pulled away. "You can't do that to me, or to Thea, or to Skylar, or to our friends. Oliver... Thea and Skylar just lost their mother. Losing you would destroy them."
"But they'll be alive," Oliver told her.
"But they'll wish that they'd be dead," Jill told him. "Skylar is spiraling, Ollie, and she cannot control herself if she loses you, too. I know you, Oliver. I know you better than I know myself. I know who you are in your bones. And that person--that person doesn't give up. That person, he always finds a way."
Oliver sighed desperately, sadly, shaking his head in defeat. "Not this time."
"You're wrong," Jill told him. "You want to protect the people who you love? Then the only way to do that is to stop Slade."
"Jill, we can't," Oliver told her.
"Yes, we can," Jill told him. "By stopping Sebastian Blood, because Sebastian is working with Slade." Oliver looked at her in confusion. Jill sighed. "Laurel, Sara and Jessica found proof. Slade Wilson killed Moira Queen so that Sebastian Blood could become the mayor. Laurel was right about him."
Oliver took a deep breath, processing. "The man in the skull mask works for Slade Wilson. And this entire time, it was Sebastian."
"What's happening is bigger than us and Slade," Jill told him. "This city not only needs Sapphire, but it also needs the Arrow. It needs all the help it can get."

Flashback
Day - Lian Yu - Submarine
The group was still in the submarine.
Peter was getting ready to leave on the torpedo.
Oliver led Sara and Jill to the side to talk to them alone, handing them a radio.
"What's this for?" Sara asked.
"I don't want you to be in here," Oliver told them.
Jill looked at him in confusion, shaking her head. "No. I'm going to stay with you."
"Jill," Oliver told her. "If this doesn't work, I need both of you to be safe." He looked at Sara. "You need to get back to your family." He looked at Jill. "And you need to live on for yours. We will come for you when it's over."
"Okay," Sara told them, walking out, leaving.
Jill hesitated in the doorway, looking at Peter, Thomas and Anatoly. "Do you know how the torpedo works?"
"I get in, he fires, I steer, you pray," Peter told them, pointing at Thomas when he said 'you pray'.
"Peter, what you're doing is..." Thomas trailed off.
"Practical," Peter told them. "My time's already up."
"Brave," Thomas told him. "You need to know that."
Oliver sighed, shaking his head. "I don't think that I could do something like this."
Peter looked at Oliver and Jill. "You both have. What you did for us... coming back to that boat, setting us free?"
"I came back to the boat because I want to go home," Oliver told him. "I wasn't thinking about saving anybody. It's... it's not who I am."
"Maybe not yet," Peter told him, shaking hands with Oliver and Jill, getting into the torpedo.
Oliver closed the door.
Jill walked out, leaving, tears in her eyes.
Oliver walked toward Anatoly and Thomas.
Anatoly was preparing to launch the torpedo. "Go?"
"Are Sara and Jill clear?" Oliver asked.
"Yes," Thomas answered.
Oliver nodded. "Yes."
Anatoly launched the torpedo.
Thomas made the sign of the cross over his chest and head.
Oliver was watching through the binoculars.
The torpedo hit the bottom of the submarine to allow them to get free.

Now
Night - Restaurant
Sebastian walked in, looking at an escort. "Hello. Good to see you." He turned to face his bodyguard. "Clinton, you can wait in the car."
"Are you sure that's a good idea?" Clinton asked.
"Nothing's going to happen to me in here," Sebastian told him.
Clinton walked out, leaving.
A man looked at Sebastian. "How are you doing, Mr. Mayor?"
"Hi," Sebastian told him. "Good to see you."
"Hey, congratulations, Mayor Blood," a woman told him.
"Thank you," Sebastian told her, walking along to shake hands with every person that he passed by.
Oliver and Jill were in the restaurant, waiting for Sebastian.
"Sebastian, may we have dinner with you?" Oliver asked.
Sebastian walked closer nervously.

Elevator
Clinton walked into the elevator.
Skylar walked closer. "Hey, can you hold that?" Clinton stopped the elevator from closing. Skylar walked in. "Oh, thanks a lot. Appreciate it."
As the elevator doors closed, there was a noise to indicate that Skylar knocked him out.

Unknown Location
Clinton was tied to a chair.
Felicity, Justin, Skylar and John stood around him.
"Clinton Hogue," John told him. "We have some questions for you."
"Go to hell," Clinton told them.
"You sure that's how you want to play it?" John asked.
"You think I've never took a beating before?" Clinton asked.
"Pal, you're going to wish we beat you," Justin told him.
Felicity walked closer. "Hi. I'll be your interrogator."
"Is this a joke?" Clinton asked.
Felicity looked at the tablet in her hands. "Clinton Hogue. Social security number 306003894."
"What the hell's this supposed to be?" Clinton asked.
"Oh, look at this," Felicity told him. "You have a bank account in the Cayman Islands. Wow. $2 million, quite the little nest egg. But... looks like you just approved a wire transfer of $1 million to a charity here in Starling City. Very generous." Clinton struggled against his binds uncomfortably. "What should I do with the rest?"
"Greenpeace," John answered.
"Great cause," Skylar told them.
Felicity delivered the wire transfer. "And they really appreciate the support."
"You bitch!" Clinton told her.
Felicity spun around smugly in amusement, smirking. "Bitch with WiFi."
Justin smirked. "Hey, Clinton, looks like your mom and dad have a really nice retirement portfolio, too. But, they, oh, no, are just about to make some really bad investments."
"Okay, wait," Clinton told them. "Just wait. Just--stop! What do you want to know?"

Restaurant
Oliver, Jill and Sebastian were sitting at the table.
Jill looked at Sebastian. "You told me to relay your message to Oliver. Here he is."
Sebastian nodded in agreement. He looked at Oliver. "I missed you at your mother's memorial service. I wanted to offer my condolences."
"You're the mayor," Oliver told him. "Congratulations. You've always wanted that."
"Believe me, Oliver, I wish it had happened a different way," Sebastian told him. "Your mother and I, we--we didn't agree on much. But we both wanted what was best for Starling City. I will help this city find its heart again, I promise you that."
Jill leaned forward against the table. "Do you really think that he... will let that happen?" Sebastian looked at her in confusion. "Slade Wilson."
"How do you know I've been working with Slade Wilson?" Sebastian asked.
"Because I'm Sapphire," Jill answered. "Oliver is the Arrow."
Sebastian took this in, scoffing, rolling his eyes. "Of course." He chuckled. "It all makes sense now. It was right in front of me." He looked at Oliver. "You came to my office and you shook my hand. You said that together, we can save this city."
"You think that there will be a city to be saved after you unleash Slade's Mirakuru army?" Oliver asked.
"They'll only cause enough damage to make the city ready," Sebastian told them.
"Ready for your leadership?" Jill asked.
"For my vision of what this city could be," Sebastian told them. "A better city. And after the storm they're about to suffer, the people of Starling will support and follow me to that city."
"And that's why you followed his order to give the Mirakuru to my sister?" Oliver asked angrily. Sebastian didn't answer, sighing. "Whatever Slade promised you, he will not deliver. He wants to hurt us. You are a pawn in a much larger game."
Sebastian sighed. "Slade promised me city hall. And he delivered. He makes good on his promises. I understand he made both of you a promise, too." He took a drink of coffee. Oliver picked up a knife from the table. Sebastian leaned forward against the table. "What are you going to do? You going to stab the mayor in a restaurant full of people?" Jill took Oliver's hand to calm him down. Sebastian stood. "It's a new day in Starling City. And there's nothing you can do to stop it."
Sebastian walked away, leaving.
Oliver and Jill exchanged a look, sighing.

Queen Mansion - Foyer
Thea walked downstairs, looking around the foyer of her once home for all her life, sad. Her phone rang. She took it out, seeing that it was Walter calling, sighing, declining, seeing a picture of Thea and Roy on the home screen. She walked toward the door, opening it, turning off the lights, walking out, leaving, closing the door behind her.

Jill / Sapphire:
Verdant - Foundry
Oliver, Jill and Sara were getting suited up. Skylar was getting ready to leave with them, along with Justin, John and Felicity.
Oliver grabbed his bow.
"Slade's men are taking the city tonight," John told them.
"They can try," Jill told them. She turned to Sara. "Any word on Amy?"
"She said that she was getting help," Sara told them. "There's more than we thought, all on Mirakuru. It could be a massacre."
"Not if we get to them first," Justin told them. "We stick to the plan, no matter what."
Felicity was at the computers. "Slade's using the sewer system. You can drop in at Rock Avenue and then head southeast. The lines converge at Water Street. If Slade's army's underground, that's probably where he'll be."
"Good," Oliver told them. "Let's go. Skylar, Jill, Sara, you ready?"
"Never not," Skylar told them.
"I'm coming, too," Laurel told them.
Sara walked toward Laurel, sighing. "No, you're not."
"Felicity can give me a radio," Laurel told them. "I'll just be your eyes and your ears. I'll stay out of your way, I promise. Nothing will happen to me."
"What if it did?" Sara asked.
"Slade's men, one on one, they are nearly impossible to stop," Oliver told her. "I need you to trust us. And we need you to be safe."
Laurel nodded to Felicity, Justin and John. "But not them?"
"John and Justin can take care of them," Jill told her. "Felicity needs to be onsite. We need you to be safe, Laurel. Stay here."
Oliver, Jill, John, Justin, Skylar, Felicity and Sara walked out, leaving.

Tunnels
Oliver/Arrow, Jill/Sapphire, Skylar, Sara/Canary were walking through the tunnels underground. They looked through a crate that allowed them to see Sebastian.
Sebastian pulled out his skull mask to act as Brother Blood, turning to the army of Mirakuru men who were all wearing Deathstroke masks. "Tonight we forge a new history. Tonight we rise up as one and take back this city."
"We have eyes on Blood's army," Jill told them.
Felicity was in the van outside. "Got it. I'm forwarding John and Justin your ping along with the foundation schematics of the topside avenue." Justin and John were walking outside. "Follow the route I laid out on the blueprints. You'll see structural joints in the concrete." John and Justin looked at their phones. "Blow them all and Blood gets buried."
"Got it," Justin told them.
John and Justin sighed, exchanging a look, nodding, putting explosives on the concrete ground over the tunnels.

Train Station
Thea was in line to get a bus ride out of town.
Woman: (on TV) "The market opened today at 400 points thanks in part to the surprise rally of Queen's Consolidated. New leadership has the company's future in spite of this recent tragedy."
Thea looked at a woman at the front desk. "Um, excuse me, why can't I board my train?"
"I'm sorry, ma'am, it's just business class right now," the woman told her. "Coach will be boarding soon."
Thea sighed. "Okay."
Thea put in earbuds, walking away.

Starling City Police Department
Jessica and Lance were standing together, looking at a device.
An officer led a man inside. "Come on, pal."
"Isn't that one of the Iron Heights escapees?" Jessica asked.
"Dumbass here tried to rob a convenience store but gave up as soon as I pulled in," the officer told them. "Mind if I just stick him here for a minute?"
"No, go ahead," Lance told him.
The officer made the man sit down.

Van
Felicity was still in the van. "I'm just asking here. You've worked really hard not to kill anyone. Dropping an entire block on these guys is murder. Manslaughter, at least."

Tunnels
Oliver/Arrow, Jill/Sapphire, Skylar and Sara/Canary were still underground in the tunnels.
"They're not men," Sara told them. "Not anymore."
They looked around, seeing two men walking closer.
"Felicity, have John and Justin blow the charges the moment they're ready," Oliver told her.
"Oliver?" Felicity asked. Oliver shot an arrow with wires around Man 1. "Jill?"
Skylar ran toward Man 2 furiously, finally able to release some of her anger that was boiling out of control, jumping up to kick him in the chest with both legs, making him fall, landing lightly on her feet.
Oliver kicked Man 1 in the chest, making him back away. Man 1 grabbed Oliver, throwing him to the ground.
Jill spun her sword around, spinning to slit Man 2 in the face with it twice.
Sebastian spoke to the Mirakuru men. "We will lead this city out of the darkness, and each one of you will help me."
Man 1 tried to punch Oliver. Oliver rolled out of the way, standing, turning to face him, hitting him in the head with his bow. Man 1 tried to punch him. Oliver ducked. Jill stabbed Man 1 in the leg with her knife, making him fall to his knees.
Man 2 tried to punch Sara repeatedly. Sara spun her staff to block the moves, trying to hit him with the staff. Man 2 caught her wrist, twisting back her arm, making her groan in pain, kicking her in the stomach, making her fall.
Skylar wrapped a wire around Man 1's neck from behind, starting to strangle him until he passed out, letting him fall.
Jill turned to throw a knife into Man 2's back, making him fall.
Sara stood.
"Come on," Oliver told them.
They ran away down the tunnel.

Above Ground
John and Justin were waiting for them.
"Guys, where the hell are you?" John asked.
Isabel appeared next to them in a female version of the Deathstroke suit, kicking John in the back, making him fall. Justin stood, turning to aim his gun at Isabel. Isabel spun to kick the gun out of his hands, drawing her swords.

Starling City Police Department
The man was still sitting at the desk nearby Jessica and Lance. "Hey." Jessica and Lance looked at him. "You got the time?"
Lance checked his watch. "It's, uh, 9:00."
"Thanks," the man told them, using his super strength to break free from the cuffs, gripping an officer's throat, snapping his neck, letting him fall dead, turning toward Jessica and Lance.
Jessica and Lance both drew their guns, firing at the man repeatedly to no avail. The man ripped the guns out of their grasps. Lance punched the man in the face. The man gripped Lance by the throat, pulling on his Deathstroke mask. Jessica grabbed another gun from nearby, shooting at the man, making him let go of Lance. The man tried to punch Jessica. Jessica ducked, shooting him still, until she ran out of ammo. The man lifted Jessica by the throat, throwing her across the room, making her fall to the floor.

Train Station
Thea was sitting, waiting to board her train.
A man nearby Thea looked at the clock, seeing the time, standing, pulling on his Deathstroke mask, walking toward a guard, breaking his arm, taking his gun, aiming it at the ceiling, firing repeatedly, making everyone scream.
Thea looked horrified and confused.

Van
Felicity was in the van, looking at her laptop. "Guys, please." Her phone rang. She pulled it out, answering. "Aurora, now is really not a good time."
Aurora was on the road, driving with Logan in the passenger seat. "I got the cure."
Felicity was surprised. "What?"

Tunnels
Mirakuru men were chasing Skylar, Oliver, Jill and Sara through the tunnel.
Sara pointed down the way. "There."
They ran around the corner, coming to a dead end.
Jill looked around frantically. "Ollie. There's too many of them. We can't fight."
The Mirakuru men walked in.
"We're not going to," Oliver told them, shooting an explosive arrow into the ceiling.
The bolt exploded, making the rocks and debris cascade to the floor between them and the Mirakuru men.

Flashback
Day - Lian Yu - Submarine
Anatoly, Thomas and Oliver were still on the sub.
Anatoly looked at Thomas. "Turn the wheel!"
"What direction?" Thomas asked.
"It does not matter," Anatoly told him. "Just turn the wheel."
Thomas tried to turn the wheel alone but wasn't strong enough. "I can't!"
"That is not an option," Anatoly told them.
Oliver helped Thomas turn the wheel.
"We got it," Thomas told them. "We're moving."
"Good, good," Anatoly told them.
Oliver picked up the radio. "Jill, Sara, we did it. Guys!"
Jill's voice was terrified. "Oliver!"

Now
Night - Streets
The Mirakuru men were flooding the streets in order to take it over and plunge it into catastrophe.

2.22 "Streets of Fire" Trailer
From 2.22 "Streets of Fire", in the tunnels, Skylar was trapped by debris. She was holding Oliver's bow an arrow, centering her feet on the floor, raising the bow in her left hand, placing an explosive arrow on the drawstring with her right, taking a deep breath, pulling back on the drawstring, letting go to shoot the arrow into the middle of the debris.
The bolt exploded, blowing a hole into the debris.
From 2.22 "Streets of Fire", on the road, Aurora and Logan were driving. The Mirakuru men pushed cars in front of their car, making Aurora drive into the two cars and crash. Their car flipped over the cars, landing upside down on the ground.
Kate: (voice over from 2.22 Streets of Fire) "There are men in masks tearing through the city."
From 2.22 "Streets of Fire", in the precinct, Lance and Jessica were standing together.
"Who the hell are they?" Jessica asked.
Lance looked at Jessica. "Make the call."
From 2.22 "Streets of Fire", in the street, Oliver/Arrow, Jill/Sapphire, Sara/Canary, Skylar, Justin, John and Felicity were talking.
"Let's go save the city," Sara told them.
TWO CHAPTERS LEFT
From 2.22 "Streets of Fire", above ground, John and Justin were fighting with Isabel.
Malcolm: (voice over from 2.22 Streets of Fire) "You have no idea..."
From 2.22 "Streets of Fire", in the street, Aurora and Logan were fighting with Mirakuru men with their powers.
Malcolm: (voice over from 2.22 Streets of Fire) "How dangerous it is..."
From 2.22 "Streets of Fire", outside the train station, a Mirakuru man attacked Thea.
Malcolm: (voice over from 2.22 Streets of Fire) "Out there."
Malcolm, in his Dark Archer suit, looked at Thea. "This city is falling."
From 2.22 "Streets of Fire", on the road, Oliver/Arrow, Jill/Sapphire, Justin, John, Felicity and Skylar were involved in a van crash.
