This was one of the comments I found in the comments section of one of my other books and realised something. I never actually gave a valid reason for Kyoya's actions or the plot. And ironically, I'm breaking my own advice.

   So thank you, @yuuchang, for bringing up such a good point.(P.S this is a comment on my main book, Sakura blossoms falling)

   Now, in order to explain his actions,we'll have to analyse his character. First off, as season 1 would have shown you, he's quite the manipulative one. He can manipulate Tasuku to joining him already from his strong sense of justice.

   He could somehow make a gang of his own to help him with his plans even though they knew what he was planning. How? How does he do that? How does he get them to do what he wants?

   Easy. Because he knows what they want. In order to get someone to do something you want to do, they have to want to do it. Kyoya knew their wants and needs.

   For example, he knew how much Tasuku valued justice. So, if he just manipulate his words a little, he would make it sound like what he was doing would be justice.

   He knew that the employer loved money, why else would he start a assassination company to carry out his dirty work?

   The employer was already willing to do horrible deeds to get money, showing he was greedy. This already explained why Kyoya was paying him so much. But why would he put Gao and Tasuku to the bottom of the list?

   Let's talk about Zanya being on the top of the list first. The important thing of the deal was to reel the employer in until it was an offer impossible to resist once he agreed, the rest was history. So, he hooks him in with the temptation of getting back at his old enemy. The police.

   The police have always gotten in his way. Regardless of assassination attempts, arresting his assassins or forcing them to move due to them finding out their location.

   And since you know the employer is one greedy guy, right? Well, he would probably start many different ways to make money. Yep, assassination business wasn't already enough for this guy. Admit it. He probably participates in organ harvesting, drug dealing, etc.

   He probably takes part in illegal buddyfight rings to bet money too. And when he does... He's already in the buddy police's sights. Then, the buddy police and police work together on this guy, to bring him to justice.

   And who's in charge of the investigation? Commissioner Kisaragi . So... That explains his hate. The only reason why he hadn't disposed of Commissioner Kisaragi, Zanya's father, is only because he is waiting for a client to request his death so he could kill him and earn money.

   But then again, what's better than watching his own enemy, suffering from the loss of a son? That's why, he accepts the request.

   Now, back to the main point. Why were Gao and Tasuku at the back? For the first point, they were in dragon world and if you remember correctly, they don't come back until Tenbu comes. By then, assassinating them would be too late, so, he asks of them to dispose the others first.

   Now, second reason, Kyoya finds them amusing. During season 1, he repeatedly smiles at their attempts. Why? He found it amusing, just like how he played Rouga. But for the first time, a puppet of his show beat him! Then, he is hooked on by interest at their actions when he finds that he did not actually know everything about him. He wants to see them suffer, and their amusing reactions.

   I guess it's done now but..  Wait... I HAVEN'T EXPLAIN WHY WOULD HE ASK AN ASSASSINATION GROUP HSGXYJDHWKA.
