1- basic lineart

2- basic color

3- using the Sumi brush, add streaks that are slightly darker and then slightly lighter than the original hair color

4- Since it looks unnaturally streaky here, go over the dark-and-light stripes with the original hair color. I usually use the Sumi brush again, with a larger size and lower opacity

5- the usual shading, with the original hair color on a Multiply layer, plus the shading on the rest of the character.

6- This part can be a bit iffy, because I kind of do light shading however I want, with very little consistency. But I usually like to gently airbrush areas of light, then add small highlights with the Sumi or Pen brushes where I think it needs them. Also the other light bits, like eyes.
