You wouldn't find a person within S.H.I.E.L.D. more loyal than Margaret 'Maisie' Thatcher. Indeed, she seemed to be the very embodiment of loyalty. Along with her brother, Brock Rumlow, Maisie was part of the S.T.R.I.K.E team at S.H.I.E.L.D., and there was never a moment when the duo didn't have each other's backs both during missions and outside of them.

But the day after the mysterious assassination of Director Fury Maisie would find herself trapped in a elevator, watching in confusion and horror as her brother and fellow S.T.R.I.K.E. members try to take down Captain Rogers. That same day she would be labeled as a fugitive and be forced to go on the run, and on that same day Maisie would learn that S.H.I.E.L.D., and Rumlow, wasn't everything she thought they were.

And now she has to make a decision: is she still loyal to S.H.I.E.L.D. and her brother, or does her loyalty lie with the Captain and his mission to unveil what S.H.I.E.L.D. truly is? Maisie has to decide fast; a battle is coming, and she's about to be part of it, whether she wants to or not.

A/N: Sorry for the trashy description, but I hope you can get the gist of the plot, and while we're on the subject of the plot, I stinking love this idea and am very tempted to take it on myself. Now, now to the notes... 

NOTES:

- Maisie is not part of Hydra. She has no idea Rumlow is a Hydra agent or that S.H.I.E.L.D. is Hydra. 

- Maisie and Rumlow have a strong bond. There should be a moment showing this.

- Maisie escapes the Triskelion with Steve.

- Maisie does not take part in the fight on the Helicarriers. Instead, she helps Natasha and Fury infiltrate the Triskelion.

- Maisie's strong sense of loyalty is a part of her character. When she finds out Rumlow is a traitor, she feels betrayed. Despite this, she still loves her brother and is devastated by his death in CA:CW.

- A basic rundown of her personality: she is very strong-willed to the point of being stubborn, and she takes on an no-nonsense attitude during missions. Occasionally she can become ruthless with enemies if the mission involves the endangerment of innocents. However, she is still a kind and gentle person. 

- Maisie is unsure if she wants to be in a relationship due to her work and the fact that, thanks to Rumlow's betrayal, she feels like she can't trust anyone but her friends. Another idea could be that Maisie was previously married or had a boyfriend who died during one of her missions. Because of this, if you want her to have a love interest, please make it a slow burn. I will also ask that her love interest be a male character. 

- Extra ideas if you want Maisie's story to continue on into AOU and CW: she works with Hill at Avengers Tower and still maintains contact with Fury. She is on the Helicarrier during Sokovia, and later goes on to work at the Avengers Facility. During CW, she could either go with Cap's team to Nigeria to stop Rumlow or stay behind at the Facility. Either way, she'll learn of Rumlow's death.

- Adding on to the above mentioned ideas, if you want to make her story into a series, the series could be called the Loyalty series.
