What if?

What if Steve didn't go against the accords and they got signed by the whole team?

"There's still plenty of room on the jet," Natasha had said softly, as though she already knew what Steve would say. 

He looked up at her slowly, studying her features that were normally so well controlled. Now he could see the fear that was creeping into her eyes. The Avengers were her family, and the last thing she wanted was to have it tear apart. 

Steve glanced over at Peggy's coffin. In the last day, he had lost the last thing tying him to his past besides Bucky. That was most of his reasoning for not wanting to sign the accords...what if Bucky needed help and they wouldn't let Steve go after him? 

But when he let himself believe that Bucky was still laying low after everything that had gone down with Hydra, he couldn't imagine losing the people he had right now. 

The people who had become his closest friends in the past few years. He and Tony might not see eye to eye all the time but he respected him. Thor was a great drinking buddy, Bruce was great to talk to, Clint was fun to be around, and Natasha was his best friend. 

Was he really willing to give all that up? 

"Okay," Steve said quietly, making Natasha's eyes dart up in surprise.

"You're coming?" She asked. 

Steve nodded, "I still don't agree with the accords, but like you said, staying together is more important then how we stay together." 

Natasha smiled softly, "If the Accords don't go well and you need to bow out, I'll have your back." 

Steve nodded, "I know you will. You've always had my back Nat. Is that why you came here today? I know it wasn't to convince me to come with you." 

She shook her head, "I came because I didn't want you to be alone." 

Steve sighed, almost feeling overwhelmed as she looked at him with something so much better then pity...understanding. Tears gathered in the corners of his eyes. 

"Come here," She whispered, wrapping her arms around him and gently rubbing his back comfortingly. 

Steve let himself relax into her embrace and stroked her hair softly, his own way of saying thank you without actually saying it.

"We should go," Steve said a few minutes later, releasing Natasha but noticing how she grabbed his hand to compensate for the loss of contact. 

Natasha nodded, "Just so you know Steve...I'm glad you're coming." 

Steve smiled softly, a week ago, he'd probably have fought tooth and nail over signing these accords but right now, Bucky was running around incognito and Natasha was right there. She needed him to be there for her like she had always been there for him. 

He couldn't let her down and tear the Avengers apart in the process. 

"Let's head out then."

Once they arrived at Vienna for the signing of the accords, people were very excited about Steve being there. 

He stuck by Natasha the entire time, not wanting to have to engage with people who he had adamantly disagreed with less then a day ago. He still thought they were wrong, but losing his team wasn't worth fighting them. Not yet at least. 

"Ms. Romanoff, Captain Rogers, I need your signature," A young woman said, walking up to them. 

Natasha nodded, and signed the sheet quickly, passing it over to Steve. 

"Thank you," The woman said, walking away. 

"I am glad that you two are here," A voice said from behind them. 

Steve turned around and saw T'challa, walking towards them with a small smile. 

"It's nice to have people here who aren't just doing this for politics," He explained further. 

Natasha shrugged, "You don't agree with all this?" 

T'challa shook his head, "The Accords, yes. The politics, not so much. Two people in one room can get far more done then a hundred." 

"Unless you need to move a piano," Someone interrupted, before turning and smiling at Natasha and Steve, "Ms. Romanoff, Captain Rogers."

Natasha smiled politely, "King T'chaka, please allow us to apologize for what happened in Nigeria." 

"Thank you...thank you both for agreeing to this. I'm glad to see that you decided to join us Captain Rogers." 

Steve nodded, "I'm glad to be here." 

Before T'chaka could respond, an announcement came on asking people to take their seats. 

"That's the sound of the future calling," T'challa said with a small smile. 

Steve and Natasha said goodbye and made their way to the seats assigned to them. 

"You regret this yet?" Natasha asked quietly, almost as if she was afraid he would.

Steve shook his head, "No. If it's the only way to keep the team together then I don't regret it. I just hope that it works out. The government already thinks I'm a threat." 

Natasha grinned, "You? Wasn't I the one who told them to fuck off while you were laying around in a hospital bed last year?"

Steve shrugged, "They were pissed at both of us. Maybe you more then me at the end of that meeting." 

Natasha rolled here eyes with a small smirk and looked forward as the meeting began. Steve tried to listen to what was being said but ultimately just couldn't focus on T'chaka's words. Maybe part of him knew that if he listened, he would only get defensive. 

Steve's eyes caught T'challa and he noticed that he seemed confused by something happening outside. Then Steve heard the barking and the yells from cops below. 

Seconds later, T'challa yelled to get down and Steve had pulled Natasha and another woman behind the table before the bomb could even go off. 

Steve pulled Natasha to his chest and when the deafening explosion ripped through the room, he caught the blunt of the blow. 

She pulled away once the debris had fallen and looked back at Steve, "You okay?" 

Steve nodded slowly, looking around at the chaos they happened to e right in the middle of. 

"What do we do?" Natasha asked. There was too many injuries around them, they couldn't do anything to help those people without supplies, and going after the bomber would be a long shot, not to mention, it would need approval from the very people who had just been blown up. 

Steve frowned, "We can't do anything."

When Steve heard that Bucky had been the one who supposedly bombed the meeting, he had been ready to break all rules of the accords. 

"Steve hold on," Natasha said, following him into the hallway of the compound.

Steve kept walking. He didn't want to talk to anyone right now. He was too pissed. 

"Steve," Natasha said, grabbing his wrist so that he spun around to face her, "I know how much Barnes means to you. I really do. But you going after him is only going to make things worse. If you go against the accords and they bring him in anyways, you'll be out of the loop. If we let them handle his capture, then maybe we can talk some sense into everyone." 

Steve sighed, "He didn't do this Nat. I know it wasn't him."

Natasha nodded, "I know. If this was Barnes, he wouldn't have been seen so easily. He's being set up but until he's brought in, we can't prove that." 

"What if they kill him?" Steve asked, terrified for his friend and torn between doing what was logical and what was morally right. He wondered how Natasha always managed to be both. 

Natasha shook her head, "That's not something you could control even if you did go after him Steve. But do you really think Barnes is going to get killed by a bunch of low level Shield agents?" 

Steve sighed, "Thank you Natasha." 

She frowned, "For what?" 

"Being the one person here who isn't just telling me what I need to hear because it benefits them...for being honest." 

Natasha nodded, "Well you're always honest with me so it seems only fair that I return the favor sometimes." 

Steve chuckled softly, "Sometimes?" 

Natasha smirked, "Some things are better left unsaid Rogers...if you knew everything I thought about you, you'd probably run for the hills." 

Steve was curious now, "Like what?" 

Natasha grinned, "Like how most of the time I just want to kiss you and see how much practice you really need...or push you into a storage closet and find out if you really are the innocent virgin everyone thinks you are." 

Steve blushed a deep shade of red, "Well, I'm not running." 

"What would you do? If I kissed you?" Natasha asked, the flirting tone still present but now mixed with seriousness as well. 

Goosebumps shot up Steve's back as Natasha let her hand rest on the back of Steve's neck, drawing him closer. 

"Well, I'd kiss you back, and then maybe ask you out to dinner...once all of this is over of course." 

Natasha grinned, backing Steve up until he passed through a door and closing the door with her foot.

"Such a gentleman," She whispered, pulling him to her and kissing him passionately. 

Steve worried for a moment that he would black out from the pleasure surging through him as she combed one hand through his hair and let the other cup his jawline, but was able to recover quickly enough to kiss her back with just as much passion. 

"I guess you don't need as much practice as I thought," Natasha whispered breathlessly when they finally pulled apart for air.

Steve grinned, "Well, I wouldn't oppose to a little more practice. As long as it's with you." 

Natasha smirked and kissed him again, this time slower and without as much pure lust. 

When they pulled away this time, all Steve could do was think about how much he loved Natasha. He knew she wouldn't be ready to hear that, but he really did love everything about her. 

"I adore you Nat," He whispered quietly. 

Natasha smiled, resting her forehead against his, "I adore you too...thank you for signing the accords. I know part of the reason you did it was so that I wouldn't have to chose between you and Tony."  

Steve nodded, "It wouldn't have been fair to you. And selfishly, I didn't want to lose you." 

"You wouldn't have lost me Steve. I'll remain loyal to you until the day I die. Even if I had to become a fugitive in the process...I'm just glad it didn't come to that." 

Steve sighed and gently kissed Natasha again, "We should probably get back to the others." 

Natasha nodded with a sigh, "Alright-" She smirked "-But just know that if we are otherwise unoccupied tonight, I expect you to come find me so we can practice some more." 

Steve grinned, "Yes Ma'am." 

Hey guys, sorry this is a long and kind of low on romance chapter but once again I've got work tomorrow and I'm trying to update fast so it's leading to some rushed chapter which I apologize for. However, I hope you all still enjoyed this chapter and if you did please comment and vote. 

I also want to say that it's been a year since I posted my first chapter and I feel pretty accomplished to have written 199 chapter in a year. It feels like a big accomplishment even if it isn't...thank you guys for the support on this book because without it, I probably wouldn't have written this many chapters :)
