After The War
As suggested by Kalepaca this will be post civil war time while Sam, Natasha, and Steve are on the run.

They had been on the run for months now. Their lives had become a series of crappy motels and eating meals from gas stations.
They had each other though, which was enough.
After Natasha had helped Steve get away with Bucky, she had been on the run from both the government and team Iron Man.
Steve and Sam had been glad to have her help. She was the best uncover agent Shield had ever had.
The day she had joined them had been the first time Steve smiled since before the war.
"Sam. You in here? We've got to get moving soon." Steve had said, walking into their motel room.
He had opened the door and his mouth fell open while he stuttered for words. "Nat?"
Natasha had smiled at him from where she was laying down in his bed. "Hey Rogers, you miss me?"
Steve blinked, trying to reassure himself that she was actually there. "Yes." He admitted, stepping closer.
Natasha sat up. "I missed you too believe it or not."
"How did you find us?" Steve asked.
Natasha stood up and shrugged. "It wasn't too difficult. I just watched the new until I saw a crime that screamed Steve Rogers, hacked into some security footage, and then mapped out where I figured you would go next."
Steve smiled and shook his head. "I'm glad you're here."
Natasha smiled. "I couldn't let you be alone."
Steve smiled, remembering the day of Peggy's funeral where she said the same thing. "Well, I did have Sam."
Natasha shrugged. "He doesn't count."
It was at that point that Sam walked into the motel. "What the hell? How'd she find us?"
Steve shrugged and Natasha just smirked.
Sam looked between the two, they were standing awfully close and the sexual tension in the room was through the roof.
"Am I interupting something?" Sam asked.
Steve blushed and Natasha looked to Steve, waiting for his answer.
"Uh, no. I don't think so. Was he?" Steve said, looking at Natasha.
She only shrugged in response.
Sam looked at them, confused. "Ok. Well. We gotta get out of here. So I'm gonna wait outside, and you guys can join me when you're ready. I'm assuming you're joining our circus Nat?"
She nodded again, looking at Steve. "If you want me too."
Steve nodded. "Ok. Great. See you guys outside then." Sam said, walking out of the room.
Natasha's smile faded and she looked up at Steve. "I'm sorry I didn't side with you. I just thought that signing the accords might be the only way to keep us all together. I guess I was wrong."
Steve sighed. "I'm really sorry Nat. I know how much you wanted us to all be together, but I had to help Bucky."
"Did you?"
Steve nodded and Natasha gave him a sad smile. "I'm glad."
Steve sighed. "Natasha please don't leave me again." He pleaded, his voice giving away his emotions.
Natasha pulled him into a tight hug and nodded. "I won't. I promise."
Steve had been thinking about that day when Sam slapped his shoulder gently. "Steve, we've got to get ready. Nat's bringing company."
Steve shook off his daydreams and readied his shield. He heard Natasha yell and saw her turn around the corner, sprinting. "Give me a boost Cap." She yelled.
Steve bent down, lowering his shield until she was on it, then launching her towards the roof.
She landed gracefully and pulled out her guns to shoot at the government agents attacking them. "Thank you." She yelled down to Steve.
Steve knocked as many people as he could out and grabbed onto Sam so he could fly them up to Natasha.
Once together, they started running from roof to roof until they were far enough away from the agents.
Sam landed and they continued walking towards the next roof. "What now?"
Steve sighed. "We get a disguise and head to the next city as soon as possible. We can't go back to our room, there will be government agents all over."
Natasha nodded. "You got any cash on you?" She asked the boys.
Sam nodded and held up what they had left.
She pointed down one of the streets. "There's a thrift shop that way. I'll go in and buy us each a disguise. You two stay here."
Sam frowned. "Why do you get to pick it out?"
Natasha glared at him. "Because you are wearing giant wings and Steve is wearing his captain America suit. My suit is less likely to be recognized."
Steve agreed with her plan and he and Sam sat down on the roof while Natasha gracefully jumped down to go buy them clothes.
She came back about twenty minutes later with three bags of clothes and shoes.
She tossed each of them a bag and walked towards a public bathroom, "Get changed, we got to catch a train." She told them.
Steve and Sam quickly got changed and walked back into the street.
"Damn. I hate this shirt." Sam said.
Natasha had gotten him a pair of black joggers and a red and yellow striped t shirt.
Steve held back his smile, it was an awful shirt. "It looks fine."
Sam looked at Steve's plain white althetic shirt and frowned. "Then switch with me." He said.
Natasha emerged from the bathroom just in time to hear the conversation and shook her head. "No switching allowed."
Sam rolled his eyes. "Ok, so you too get to walk around in clothes you look good in and I get this?"
Natasha shrugged. Steve smiled and walked towards Natasha. "I like the red. It suits you." He said, referring to the red hoodie she was wearing with jeans.
"Is someone missing my red hair?" Natasha teased and Steve blushed.
If he was being honest then he did miss her red hair. She still looked stunning, but the red was his favorite. "Maybe a little."
Natasha smirked and walked towards the train station.
Sam rolled his eyes and followed behind him. "Doesn't play favorites my ass." He mumbled.
Steve sighed and followed behind the two.
They got a train ticket to Dublin, it was the train leaving soonest so they had to hurry.
It was hard not to draw attention but they tried their best.
Natasha kept her head down, Steve did the same, and Sam walked in front of them to shield anyone from seeing who they really were.
Once they got on the train, they could finally relax. Steve ended up sitting next to Natasha, while Sam sat across the row from them.
Sam fell asleep quickly. On the rare occasion that the had a moment to just sit and breath, he always slept.
Steve and Natasha enjoyed the quiet moments a little differently.
They just talked. About old missions, the avengers, their lives before they met.
Natasha never went into details about the red room, but Steve knew almost everything she went through.
He knew her better then anyone, even Clint.
And Steve told Natasha everything about his life before the ice. Peggy, Bucky, becoming a super soldier. She knew everything about him.
Overtime, the attraction between them became more then physical and they both started to fall in love.
They didn't know how to express it or how they each felt, so they didn't say anything.
Natasha had convinced herself that the timing was off.
You couldn't be in love with someone while you were on the run from the entire world.
Steve had just told himself over and over again that she would never feel the same.
Natasha's constant flirting was brushed off as just her way of teasing him.
The only one who could see how clearly in love they were was Sam.
Both of their willpower's were starting to fade though. After years of hiding their feelings from someone they were constantly with, it was becoming nearly impossible.
Natasha was just over it completely and wanted to just kiss the hell out of Steve so that he knew how she felt.
Her opportunity to do so presented itself during the train ride.
Steve was quietly looking out the window and Natasha had just woken from a quick cat nap she had taken.
"How long was I asleep?" She asked, sitting up.
Steve shrugged. "About an hour."
Natasha nodded and sighed. "Ten hours is a long train ride."
Steve nodded. "At least we have our own train. I guess not many people take a train to Dublin at 3 on a Tuesday."
Natasha laughed. "Yeah I guess not."
Steve sighed. "You think we'll ever be able to just stay in one place?"
"I don't know. Maybe. It's going to take time though."
"I'm sick of waiting around for time." Steve said honestly.
Natasha stared at Steve's lips and nodded. "Yeah...me too."
Steve noticed her gaze and furrowed his eyebrows. "Nat? You ok?"
She nodded. "Steve, truth or dare."
"Uhh, I guess truth." He said, still confused.
Natasha looked up from his lips and stared into his bright eyes. "Do you ever dream we were more then friends?"
Steve blushed, stuttering. "Yes."
Natasha smiled. "Can we make it a reality?"
Steve blushed again and smiled. He didn't respond, instead he just leaned forward and kissed her.
Natasha kissed him back and climbed out of her seat and into Steve's lap so she was straddling him.
She cupped his face with her hands and hummed when he pulled away. "Damn Rogers. Have you been practicing?"
Steve grinned. "No."
Natasha laughed and kissed him again.
"Nat, do you really want this? Do you want to try and deal with a relationship while we're on the run?"
Natasha nodded. "Steve I don't care anymore, I just want to be able to kiss you when we aren't undercover and tell you I love you everytime I'm thinking it. Plus, if anyone can figure it out then it would be us."
Steve smiled. "You love me?"
Natasha rolled her eyes. "I know you're old and all but I literally just said that. Do I need to find you some hearing aids?" She teased.
Steve laughed and kissed Natasha again. "I love you too."
Natasha couldn't help the genuine smile that spread across her face as she leaned in for another kiss. "We have to make up for some lost time." She mumbled in between kissing him.
Steve nodded in agreement. "Absolutely."
They continued kissing until a voice broke them apart. "About damn time." Sam said, glaring at them.
"Shut up Sam." Natasha said, glaring at him.
Sam shrugged. "Ok, as long as I don't have to sleep on the motel couch anymore. Now that y'all are doing this, you get to share a bed and I get the other one."
Steve sighed while Natasha rolled his eyes. "Keep talking and you'll be sleeping in a coffin Sam." She threatened.
Sam shut up and looked away, leaving Natasha and Steve to return to 'making up for lost time'.
